  2. WELCOME AND INTRODUCTIONS Dr. Maria de Armas Assistant Superintendent Curriculum & Instruction (K-12 CORE Curriculum)

Florida Department of Education • School districts are required to develop a plan for restructuring Title I schools that have not made Adequate Yearly Progress (AYP) for five years. • Restructuring plans should address the cause of not making AYP. These plans are to be aligned with Differentiated Accountability requirements. • Parents and teachers must be provided the opportunity to participate in their development and to provide feedback before plans are implemented (Sec. 1116, PL 107-110).

Briefly describe the root cause, the restructuring plan, and the rationale for the chosen restructuring option that will be implemented: • TABLES AND CHARTS • A description of your school’s SINI level (4, 5, or 6) and Differentiated Accountability status (Correct I, II, or Intervene) are already included in the opening statement. • All data tables and charts should be reviewed and be used to identify the 3 Challenges on the Cause/Effect chart and additional “Action Plans” in Section III. • Please note: PLEASE REVIEW ALL DATA AREAS • Special emphasis and review on data areas are identified by: REGIONAL CENTER AND SCHOOL REVIEWS • All data tables per grade and clusters for reading and mathematics are taken from: http://osp.dadeschools.net/products/ONLINE/info/infopickschool.asp?rep=fcat • All AYP chart information is taken from: http://osp.dadeschools.net/products/ONLINE/info/infopickschool.asp?rep=ayp • Elementary and K-8 Centers will also have a chart on DIBELS data, including both Effectiveness of Core instruction (ECI) and Effectiveness of Interventions (EI)

Briefly describe the root cause, the restructuring plan, and the rationale for the chosen restructuring option that will be implemented: STAFFING, GOVERNANCE, AND RATIONALE • Information regarding Leadership Team and Instructional Staffing were rolled over from the restructuring plans for 2008-2009 where applicable. • All updates in the staffing areas must be done in collaboration with your Regional Center. • Leadership Team information must cover administrators and coaches. • Instructional Staffing information must confirm that CORE area teachers are “Highly Qualified”. Reflections may be made to the trend data/cluster tables. • The Governance and Rationale sections have been completed for you. Confirm that the NCLB subgroups, which are bulleted after the second paragraph, align to the AYP chart. DO NOT MAKE ANY OTHER CHANGES IN THIS SECTION.

Outline the implementation plan for the restructuring option(s) chosen: • All “Action Plan” (Strategy) items, which are presently populated, are taken from the Differentiated Accountability Crosswalks. • DO NOT REMOVE ANY OF THESE ITEMS! • Once you have reviewed all the data, Leadership Team and Instructional Staffing, Challenges, and populated Action Plan items, determine what additional Action Plan items are relevant to your particular school. • REGIONAL CENTER AND SCHOOLSSHOULD COLLABORATE FOR ADDITIONAL ACTION STEPS (STRATEGIES) THAT REFLECT THE NEEDS OF THE INDIVIDUAL SCHOOL AND REGIONAL CENTER. Entries should be limited to 3-5 Action Steps.

  10. IV. Describe the process by which parents, the community, and teachers were involved in the decision-making process and the development of the school’s restructuring plan. • Complete the updates to this section with your Regional Center Director. • The restructuring plan should be presented at the May 2009 Educational Excellence School Advisory Council (EESAC) meeting to ensure the input of teachers and parents in its development. • The agenda and minutes of the EESAC should reflect the review and discussion of the restructuring plan. • It is important to note that the restructuring plan will play a vital role in the development of the School Improvement Plan for the 2009-2010 school year.

  11. Timelines • Final reviews will be conducted at the respective Regional Centers: • Regional Centers will contact the schools on their reporting time on the specified day. • Charter Schools will report to the Charter School office on Tuesday, May 5, 2009. • Schools will bring 6 hard copies of the final plan, a flash drive with their FINAL Restructuring Plan on the drive, and be prepared to stay following the review to complete the updates.
