Road Safety Crisis: at regional level people killed (in thousand) 2/3 of the total world fatalities (1.9 million deaths by 2020) 1200 1000 800 600 700,000 people were killed and between 20-30 million in road accidents in ESCAP region in 2007. 400 200 year 2007 2020 • Asia – vehicle population 570 million (43% of global – 1.3 billion) • 57% of the world fatalities with only 43% of the world’s motor vehicles • 98% of the number of traffic deaths in the ESCAP region is estimated to occur in low- and middle-income countries

UN Decade of Action for Road Safety, 2011-2020 • UN General Assembly resolution 64/255 of 2 March 2010 on Improving Road Safety • Proclaimed the period 2011-2020 as the Decade of Action for Road Safety • Goal is to stabilize and then reduce the forecast level of road traffic fatalities around the world by increasing activities conducted at the national, regional and global levels • Sponsored by the Government of the Russian Federation and co-sponsored by more than 90 countries including 23 UNESCAP Members.

Key features of resolution 64/255 • Preparation of a Plan of Action for the Decade • Need for multilateral technical and financial assistance for capacity building • Five pillars of Road Safety Management, Road Infrastructure, Vehicle Safety, Road User Behaviour and Post-crash Care • Member States to set their own national road traffic casualty reduction targets • Multisectoral collaboration • Coordination of regular monitoring, and mid term and final reviews of the progress achieved

Draft Planning Document for the Decade of Action • Overall goal: to halt or reverse the increasing trend in road traffic fatalities around the world by increasing activities at the national level • Global level: International coordination, strengthening global architecture for road safety • National level: • Pillar 1: Road Safety Management • Pillar 2: Infrastructure • Pillar 3: Safer Vehicles • Pillar 4: Road User Behaviour • Pillar 5: Post-crash Care

Achieving road safety goals and targets for Asia and the Pacific: Decade of Action for Road Safety (2011-2020) • Builds upon the UNDA project “Improving Global Road Safety: Setting regional and national road traffic casualty reduction targets” • Development of regional goals and targets for the Decade • Developing of national road safety strategy, action plan, goals and targets for 2020 • Main activities: • organization of national workshops and advisory services • organization of regional expert group meeting • establishment of a web-based road safety network to encourage partnerships and monitor achievements

The way forward • Aspire towards a 50 per cent reduction in road fatalities for 2011-2020 • Continue to develop a coordinated national road safety strategy and action plan with: • measurable road safety goals and targets with clear timeframes • Responsibilities for the lead road safety agency and other relevant road safety stakeholders • Commit more resources to implement the Decade of Action for Road Safety, 2011-2020
