    2. Monitoring on three levels

    3. Quality Management by Schools • Quality management by schools themselves, school self-evaluation, is becoming more and more important all over Europe • In the Netherlands school self-evaluation is the starting-point for the Inspector • Yearly and periodical investigation

    4. Periodical investigation • Starting-point is school self-evaluation • Most important quality indicators: • Quality management • Results (pupil results, pupils’ progress) • Teaching-Learning process (curriculum, learningtime, etc) No quality problems : Concluding with report Quality problems : Further investigation

    5. Quality care, self- evaluation Quality indicators: • Knowledge of student demands • Yearly evaluation of the results (using validated tests) • Systematic evaluation of teaching and learning • Systematic activities to improve the quality of education • The school accounts for the quality reached to stakeholders • Caring for social safety

    6. Results (pupil results, pupils’ progress) Quality indicators: • Results have to be at the target level at the end of primary education (according to pupil characteristics) • Social abilities are at the target level • Results language and mathematics have the target level during primary education • Pupils’ progress is on schedule, pupils are not lacking behind

    7. End of Primary Education Test • 90% of Dutch schools use the EPT (the so-called Citotest), 10% uses other tests • Inspectorate looks at the results of 3 years (more stable) • Scores EPT are standardised scores and can be compared with a national standard • Stratification of 7 groups of schools

    8. Student Monitoring System • Schools can use the test of the Cito SMS • The Inspectorate studies the results at five important points in time: • Technical reading (age 7 and 8) • Arithmetic/Mathematics (age 8 and 10) • Reading (age 10) • SMS has tests for all these subjects at these points in time • Test results are placed on one scale (with use of IRT), so development becomes visible. (pupils’ progress)

    9. Teaching and learning Process Quality indicators: Such as • Learning-time in connection with the educational needs • Teaching strategy: structure, organisation, differentiation, pupil activity

    10. Norm Inspectorate A school is a very weak school when: • Results at the end of primary education are not sufficient or results cannot be judged • Two or more other indicators are insufficient Every school’s result of the periodical investigation is published on the Internet

    11. Raising Efficiency of Monitoring in the Netherlands • Self-evaluation system • Yearly and periodical investigation by Inspectorate • Standardised tests during the educational process and at the end of primary education
