I've always done it that way. I repeat, maybe I'm wrong, but due to my character I act in this way. I asked if I could submit my manuscript and, if possible, how to submit it. A publisher, even if he lives from published books, is not obliged to receive manuscripts. Maybe he has a full catalog for the next two years. Maybe he's not interested in that book.
