ARRA Stimulus Funding Distribution and Administration • ARRA Distribution to Respective Federal Agencies for funding allocations • Dept of HUD for Native Housing was Allocated $510 Million for 562 Tribes • HUD distributes IHBG ARRA Formula ($255M) and Competitive Funds ($242M) • Jobs Creation • Quarterly Reporting Requirements • Transparency and Accountability

  3. TDHE Formula Stimulus Project Parameters • Projects shall be used for: • New construction • Acquisition • Rehabilitation including energy efficiency and conservation • Infrastructure development (Note: Priority shall be given to those projects that can award contracts within 180 days)

  4. ARRA Stimulus Project Criteria • Funds shall be 100% obligated May 18, 2010 within one year of date funds available to recipient • Expend at least 50% within two May 18, 2011 years or be subject to recapture remaining funds unexpended • Fully expend (100%) within three May 18, 2012 years or be subject to recapture remaining funds • No waiver provision or extensions

Update of NHA ARRA Formula Funding Correspondence • March 11, 2009 – Letter to President Shirley notifying of ARRA TDHE funding allocation to NHA in amount of $34,412,126 • March 16, 2009 – HUD SWONAP Letter to NHA (as NN TDHE) re Grant Agreement Form and Sample IHP Amendment due back to HUD as soon as possible • March 26, 2009 – SWONAP letter of clarification on Subrecipient Program moratorium for Stimulus funding • May 8, 2009 – NHA Submitted Formula Stimulus Plan to SWONAP • May 19, 2009 – SWONAP approved ARRA Stimulus funding.

NHA Stimulus Projects • Infrastructure • Streets $11,482,620 • Rehabilitation • Energy Efficiency $ 8,627,500 • Severely Damaged Units $ 3,595,500 • Latent Construction Defects $ 632,654 • Bathroom Additions $ 2,106,024 • New Construction • 20 New Rental Units @ Crownpt & • 20 New Rental Units @ Chichiltah $ 7,967,828 TOTAL $34,412,126

ARRA IHBG “Shovel Ready” • Environmental Review: Must meet HUD criteria per NEPA regulations • Infrastructure accessible, if applicable • Site Control: Evidence of proper executed lease/ROW within Navajo Nation and BIA, as applicable • Procurement: Packaged ready for Design/Build or construction bidding advertisement and meets HUD criteria • Project Schedule meets timelines for obligation and expenditure deadlines

Transparency and Accountability • Online Web Reporting: www.hud.gov/recovery/nahblockh.cfm • Quarterly Report to HUD due 10 calendar days after quarter period ending • Report project progress of completion, funds obligation/expenditure and number of jobs created • Accessible to public for viewing 24/7
