Korea ITU Committee : history • History • In 1983, WRC preparatory group has been established under MIC • In 1984, corresponding group to ITU-T was established in KT • In 1988, role to correspond to ITU-T/R was moved to TTA since TTA has established. ITU research department was established in TTA and the department operated ITU committee - Mid 1990s, ITU committees were merged into TTA Standardization committees • In 1999, Korea ITU-R Committee was established(renamed) • In April of 2004, ITU-T Committee was established(renamed) • In December 2004, Korea ITU-R Committee and ITU-T Committee merged into Korea ITU Committee including ITU-D Committee

Korea ITU Committee : history • Before Korea ITU Committee • - Government agencies and companies were in charge of international as well as domestic standardization activities, such as, Korean Telecom (currently, KT) for CCITT. • Domain for CCITT • Domain for CCIR Ministry of Post & Telegraph Ministry of Post & Telegraph Radio Korean Telecom RRL Domestic Study Group Satellite ETRI Coordination Committee Korean Telecom Fixed and Mobile Comm. What was challenges? • Limited number of personnel in the Ministry who was in charge of international & domestic standardization activities • needs for outside experts to cope with rapidly changing environment • Diverse technologies and services, but no platform to collect voices from various stakeholders • Needs for platform to assemble stakeholders

Korea ITU Committee : role and responsibility Govern-ment Set up national strategy on ITU Decision of national position on ITU meeting Contact Point to ITU Final approval of national delegation, contribution, etc Support ITU Committee Review ITU Recommendations and Questions Review relations between ITU recommendation & domestic standards Review domestic contribution to ITU Review other countries’ contributions Provide information on ITU activities to interested parties

Korea ITU Committee : role of secretariat • General Assembly -> RRA • ITU-T Committee -> TTA • ITU-R Committee -> TTA • ITU-D Committee -> KISDI • Terms of Reference • Organizational and procedural consultation / assist (ITU working methods as well as ITU Korea Committee working methods) • Allocation ITU circular letters to relevant experts and monitoring working status • Preparation of each committees’ meetings • Providing information on ITU meetings

Developed countries has operated a governmental committee to correspond to International standardization organization • Mostly, standing and open to all stakeholders • Responsible for all technical and policy issue • Back up organization for government • Final decision is made at the government considering decision of the committee OBSERVATION (1/2)

Developing countries are corresponding to int’l standardization activities • No official committee to correspond to int’l standardization • Designating research institutes/organizations to correspond to int’l standardization. In some cases, government provides funds for that OBSERVATION (2/2)
