  1. Creating a single council for West Suffolk Leah Mickleborough Service Manager (Democratic Services) and Monitoring Officer St Edmundsbury and Forest Heath Councils Interim Monitoring Officer West Suffolk Shadow Authority

  2. About the councils…

  3. The councils proposal… • Creating a single council is shaped by our commitment to: • a strong and growing economy; • strong families and communities; • self-sufficient and resilient local government; • using our commercial approach to invest back into our communities; and • efficient, effective services, offering value for money.

  4. What did the government want to see? • Criteria • better local/public services; • significant cost savings; • greater value for money; • stronger and more accountable local leadership; and • sustainability in the medium to long term.

  5. How does the government work? • Review of business case, sign off and consultation – “minded to” opinion • Development and approval of draft order • Draft order debated and parliamentary approval • Secondary legislation • Transfer of functions • Council Tax harmonisation • Affirmative Order

  6. What does this all mean for Democratic Services? • What we need to do • Forming a shadow authority • New constitution, councillor remuneration scheme, civic leadership review, boundary review • Practical stuff – coat of arms, chains of office, seal • Doing the work – system changes, new templates • Legacy of the Council • Complete harmonisation of policies, procedures

  7. What does this all mean for Democratic Services? • The difficulty: • Less than a year until the election – keeping the day job going • “Sticky tricky” periods • How much do you deal with now versus new Council • Who does what in the new Council
