  3. Background • Rise in self-employment • BIS requested that ONS collect information about self-employed individuals in a short space of time

  4. Purpose • Collect detailed data on the experiences of the self-employed to help understand what it is currently like to be self-employed in the UK • Data provided a key element in developing the evidence base for a review of the self-employment policy

  5. BIS Self-employed Survey • Telephone interview • Ask various questions about being self-employed • Questions also asked of those who are no longer self-employed

  6. Sample design- BIS Self-employed Survey • Population of interest: Those identifying as self-employed • Labour Force Survey (LFS) collects information on employment status from individuals • Wave 6 of LFS allows for sampling of self-employed individuals in short space of time

  7. Labour Force Survey (LFS) • Quarterly survey collecting information about employment status • Unclustered sample across UK • Sample size of about 40,000 responding households

  9. Sample Design BIS Self-employed Survey • Population of interest: Those identifying as self-employed • Wave 6 of LFS • Proxy and non-proxy consent • If more than one self-employed in household then one was randomly selected

  10. Weighting strategy- General • Design weight: Account for sample design • Calibration: Sample more representative of the population and estimates more precise • Estimates of population characteristics can be calculated

  11. Weighting Strategy- Design Weights • Wave 5 of LFS included in Annual Population Survey (APS) • APS 2014 design weights are the most recent design weights for these cases

  12. Weighting Strategy- Population Totals • Ideal: Calibrate to number of self-employed individuals in 2015 • Sample of those who were self-employed in 2014 • Not possible to look at those who became self-employed since 2014 • Population total = Estimate of total self- employment from APS

  13. Weighting strategy- Calibration Groups • Small sample size • Skew in age/sex distribution • Government Office Region (GOR) • Age • Sex by over/under 55 years
