  3. 1.0:Value Proposition • This strategic plan presents a systematic and pragmatic set of programs or initiatives that reflect what needs to be done to gravitate NITDA towards a Service Oriented, Modern, Accountable and Real Time (SMART) agency that will facilitate a digitally transformed Nigeria. • The main thrust is to identify and highlight the drivers and catalysts that will transform the economy as well as foster high quality of life for all citizens • Finally, it will foster a set of principles that NITDA and its stakeholders shall imbibe to accomplish these initiatives.

  4. 2.0: Current Challenges • Duplication of roles and functions . • Limited funding from Government. • Absence of Professionally minded staff to drive and execute NITDA mandates. • Lack of Commitment to Results • Absence of Will to implement regulatory and enforcement frameworks enshrined in NITDA mandate(NITDA ACT,2007) • Absence of a national IT Master Plan, connected government framework, e -government strategy and interoperability framework. • Wrong Alignment of Agency Strategic Intents with National Transformation Agenda especially service delivery to Citizens and use of IT in governance .

  9. 6.0:Targets • 4,000,000 additional Jobs by 2018 . • 80% of public services would be available online. • 60% of the populace to access services online. • 70% of computing devices especially in homes with school going children. • Develop new 3000 SME IT companies in Nigeria. • Generate over $15b from home grown software. hardware and IT services to the economy . • Generate $3b revenue through BPO. • No 1 Centre for IT Diffusion in Africa. • Foster adoption of local software and digital content growth of 55% in 4 years . • 40% reduction in cyber crime and 50% improved personal privacy and safety .

  11. 7.0: ACTIONS PLANS FOR KEY TARGETS7.1 : 4,000,000 additional Jobs by 2018 • Leverage Multi-stakeholder engagement to understand needs • Compliance to guidelines and regulations on local content • Localization of software and applications for all sectors • Creation of IT hubs, centers of excellence, digital village • Start up entrepreneurial assisted initiatives and mentorship • Youth Empowerment Initiative – Reference DG’s idea

  12. 7.2: 60% access to public services using digital technologies • Engage all MDAs in process analytics for enterprise architecture with interoperability and connected governance frameworks • Provide the necessary guidelines and timelines for deployment of services; • Mass awareness - advocacy • Capacity development • Service Access Points ; • Rural Internet Access • Digital town halls / villages • Online Youth forums • Dashboards for notices – vacancies, scholarships • Digital recreation centres • Digital public libraries

  13. 7.3: 70% personal computers and content in schools . • Promote local assembled computers • Introduce a sub $90 computers for schools in Nigeria • Develop bundled program with internet access for homes and printers • Promote localized content – Bundles • Introduce local keyboard, operating system in all Nigerian Languages

  14. 7.4:Develop new 3000 SME IT companies in Nigeria • Call for the implementation of the local content guideline . • Encourage the use of Information Technology in the major social sectors of the economy (Agric , Health, Education, Banking, Commerce, etc.) • Encourage capacity development programmes with the requisite guidelines • Develop database of all IT companies in Nigeria by 2015

  15. 7.5 :Generate over $15b from home grown software , hardware and IT services • Generate $3b revenue through BPO • No 1 IT hub in Africa • Foster adoption of local software and digital content growth of 55% in 4 years • Call for the adoption of the national guideline on local content • Encourage the use IT (hardware, software, networks, connectivity, databases etc) in the major social sectors of the economy (Health, Education, banking, commerce) • Encourage capacity development programmes with the requisite guidelines • June 2014 commences with the collation of all IT companies in the country and the registration of new ones and the sector they support • Develop a robust framework to support outsourcing • Showcase the strides achieved in Nigeria by Nigerian IT industry • Call for both private and public investment in R&D • Develop framework to deploy the basic infrastructure to foster and sustain the growth as envisaged
