  2. RRC-06 Agreement • RRC-06 is expected to establish a new regional Agreement for digital terrestrial broadcasting in the frequency bands 174-230 MHz and 470-862 MHz in Region 1 (except a few territories) and Iran

  3. Purpose of the RRC-06 Agreement • Implementation of digital broadcasting, together with • Protection of the existing and planned broadcasting • Protection of the existing and planned other primary services • Migration from analogue to digital (transition period) • Establish a framework sufficiently forward-looking to accomodate future development in the broadcasting.

  4. RRC-06 Plans • Attached to the RRC-06 Agreement, there should be: • one analogue Plan (existing and planned analogue broadcasting assignments, as defined by RRC-04); • one digital Plan containing digital assignments and allotments.

  5. RRC-06 procedures - principles • Guarantee the rights of the administrations, in particular those of developing countries • Reduce the burden of administrations and the BR • Any regulatory provision should be easily implementable without need for Rules of Procedures • Take advantage of previous ITU Plans (ST61, GE89, GE84, space plans) • Relation with the Radio Regulations • the new Agreement may not contravene the RR; • possibly minimize, to the extent practicable, cross-references to the RR so as to provide a certain stability to the new Agreement.

  6. Article 4 • Framework for the evolution of the requirements of the administrations • Addition or modification to an allotment/assignment in the analogue Plan or in the digital Plan • Coordination of other primary services with the broadcasting • Option 1 based on GE89: full involvement of the BR • Option 2 based on ST61: bilateral agreements • Option 3: coordination effected either through the BR or directly

  7. Article 4 – option 3 • Administrations may seek agreement directly before sending their request to the BR. Then: • Submission to the BR; • Identification of administrations affected; • Publication; period for comments with possibility to be added in the coordination process; • If all agreements are obtained, the modification is entered in the Plan. Otherwise, period for coordination between administrations; • If needed, assistance by the BR can be provided.

  8. Article 5 • Notification of assignments for recording in the MIFR • Broadcasting • Other primary services • Options under discussion • reference to Article 11 of the RR • development of a self-contained procedure • Check of the conformity with the Agreement before recording in the MIFR

Article 5 • Notification of broadcasting assignments for purposes other than broadcasting under certain conditions • Same bandwidth • Shall not cause more interference • Shall not require more protection • Shall not put constraint on the Plan and its evolution • § 5.3.1 of GE89 (use of the band 790-862 MHz for the fixed service)

Conversion of a digital allotment • Need to ensure that the resulting assignments conform to the original allotment. • Otherwise, the agreements of the administrations affected are required. • Two options under discussion: • separate procedure in an Article 4bis; • examination at the stage of Article 5.

  11. Transition period • Period of migration from analogue to digital • After this period, • the analogue Plan is deleted; • the digital Plan can be fully implemented without restriction; • analogue may continue, subject to not causing interference nor claiming protection. • Duration • Two options in the RRC-04 Report • …<2015 • 2028<…<2038 • Possibility to agree bilaterally on reduced transition period

  12. Unresolved cases after RRC-06 • Incompatibilities between the new digital Plan and • existing analogue broadcasting; or • existing other primary services. • Agreement to be obtained before the digital assignment is implemented. Possibility of setting a deadline for coordination? • If agreement is not obtained, possibility to operate on a non-interference non-protection basis? • Protection to be afforded to these incompatible assignments with respect to proposed modifications to the Plan under Article 4.

  13. Revision of ST61 and GE89 • Avoid any overlap between the new Agreement and the current agreements • Two short conferences during RRC-06 to revise ST61 and GE89 • Abrogation of the parts of ST61 and GE89 relating to the bands 174-230 MHz and 470-862 MHz
