Background NSO started drafting the new Statistical Act, which empower NSO to Prepare Statistical Master Plan, Determine Statistical Standards, Promote and Develop statistical works for agencies, Conduct census and Direct surveys, Coordinate and Consult with agencies to implement SMP, Recommend, advise, assist agencies, NSO started drafting the new ____ in 2001. The draft calls for NSO to function as the central.

  3. Statistical Act (cont.) Collect statistics and information from agencies, Provide statistical services, Disseminate and promote the use of information, Cooperate and Coordinate with international organizations. The draft Act in under the process of enacting.

  4. Assessment of Current Status In 2004 NSO developed Thailand’s Data Directory. The current status was found to be: 20,000 data items produces by 200 Departments in 20 Ministries (70-80% coverage), Inconsistent Classification and Definition among agencies, Gaps between Needs and Availability, Limited use of existing statistics.

  5. Development Strategy Develop National and Sectoral Statistical Master Plan (SMP), Implement SMP, SMP principally includes: National Statistical System (NSS), Administration of NSS, Data Mapping

  6. National Statistical System (Suggested) Decentralized system with central coordination by NSO, Official Statistics produced by agencies operating on the subjects, including the NSO, National Statistics announced and monitored by NSO, Quality assurance of NS by agencies and NSO, Promotion of use of Statistics by NSO and agencies,

Administration of NSS (Suggested) NSO Develop National and Sectoral Data Map, as well Statistical Standards, by consultative process, Agencies produce Official Statistics (OS) according to Data Map, NSO certify and announce National Statistics (NS) from OS, NSO perform Quality Assurance for NS and OS, NSO and Agencies Disseminate information and Promote the use of Statistics.

  8. Data Map (Suggested) By Consultative Process: Determine Official Statistics required in each Sectors according to the needs assessment, Determine Standard Classification and Definition to be used in each Sectors, Assign responsibility for each Official Statistics to Agencies.
