PUBLIC COMMENT PERIOD If you would like to address the Mayor and City Council during the Public Comment section on Tonight’s Agenda, please record your name and address on the sign-up sheet located at the table on the side of the Council room. Please note that public comments are limited to five (5) minutes per speaker.

Ordinances • Ordinance (3 readings) - to repeal and reenact Section 5-26 of the City Code to adopt the current MD Building Performance Standards and opt-out of the requirement for the installation of automatic fire sprinkler systems in one and two family dwellings until the City's adoption of the 2015 International Residential Code.

  11. Orders • Order adopting an "Affordable Rents Policy" regarding CDBG funded housing development in the city. • Order appointing various individual to the Administrative Appeals Board, Economic Development Commission, Planning and Zoning Commission, and Shade Tree Commission.

  12. Affordable Rents Policy • Section No. 1: CDBG projects funded with no other federal or state funds • Affordable rents for a qualifying CDBG only funded project shall be determined by excluding utility allowances which do not exceed the lesser of the fair market rents as determined by HUD periodically, or an amount which would equal 30% of the gross monthly income of a household earning 80% of the area median income adjusted by family size for the area as defined and published by HUD.

Affordable Rents Policy • Section No. 2: CDBG projects funded in conjunction with other federal and/or state funds • Affordable rents for a qualifying project utilizing CDBG funding in conjunction with other federal and/or state funds will be defined by the assisting program’s requirements if the project continues to serve persons at or below 80% of the area median income.

  17. Orders • Order accepting the proposal of CBIZ Insurance Services to provide risk management services for the period July 1, 2012 through July 1, 2013 in the amount of $27,500.00.

Orders • Order providing recommendation from the Mayor and City Council to the Evitts Creek Water Company to execute two (2) construction easements with the State of Pennsylvania and to transfer a small piece of property in the Evitts Creek Watershed to the State of Pennsylvania to facilitate the construction of the Lake Gordon Bridge.

  19. Orders • Order authorizing the execution of an Eighth Amended and Restated Agreement with Local Government Insurance Trust (LGIT) pertaining to the management of member funds for the purposes of providing insurance protection for its members.

  20. Orders • Order accepting the proposal of PMA Companies to provide Workers Compensation Insurance for the period July 1, 2012 through July 1, 2013 in the estimated amount of $1,267,894.00.

  24. Orders • Order accepting the proposal of One America Company to provide Group Term Life and AD&D Insurance for a two-year period, effective September 1, 2012, at a yearly premium of $9,731.04.

  25. Letters, Petitions • Letter from Greg Gossard, Principal of The Hampstead Companies, requesting a Payment in Lieu of Taxes (PILOT) Old Towne Manor property and a letter of support expressing approval of Hampstead's proposed rehabilitation of the property.
