  1. Navy Views on a Strategy for Atmospheric Information Dr. Richard Spinrad Technical Director Oceanographer of the Navy 3 December 2001

  2. Purpose of a Strategy • Address a “distributed” atmospheric information system. • Facilitate free and open data exchange • Address costs and benefits of weather and climate services

  3. Navy’s Principles • The complete and concise set of essential relevant knowledge, information, and data: • Updated at the frequency and timeliness required. • Easily shared by all users. • Unique and unambiguous. • Scalable and re-locatable based on the mission. • Precisely defined for each application. • Knowledge-oriented.

  4. Navy’s Mission Maintain, train, and equip combat-ready Naval forces capable of winning wars, deterring aggression and maintaining freedom of the seas.

  6. Naval Operations • Strike Warfare; Launch/recover aircraft • Amphibious Warfare • Safe Operations • Undersea Warfare • Homeland Security

  7. Navy’s Objectives for a Strategy • Facilitate broad exchange of data. • Must not constrain us from protecting what we must. • Provide a framework for expanding public-private partnerships. • Foster development of integrated observing systems. • Balance use of observations and model data.

  8. A strategy for environmental information • The atmosphere and ocean are inextricably linked. • Processes for ensuring atmospheric information exchange should be equally applicable to the ocean. • OCEAN.US
