    2. Objective To enable First Nation groups to deliver a wider range of human resources programs To enable First Nation organizations to assist clients to prepare for, obtain and maintain employment.

    3. Mandate FPD Inc was designed to assist First Nations sub-agreement holders at the community level in developing and delivering their own programs and services that meet their labor market and employment needs.

    5. Funding First People Development Inc. receives funding from Service Canada. These funds are then disbursed out to the communities which are channeled through FPD Inc. Eligible clientele must contact their respective communities for funding. All funding decisions are made by the local boards at their community level.

ASETS In 2009, Human Resources and Skills Development Canada announced a successor strategy to AHRDS – the Aboriginal Skills and Employment Training Strategy (ASETS) The ASETS is the partnership and results-based successor strategy to the AHRDS and is a key component of the Federal Framework for Aboriginal Economic Development ASETS is a five-year strategy that focuses on three priorities

ASETS Priorities Demand driven skills development The development and delivery of a flexible range of employment activities based on local, regional, national, and international economic demands and labour market information FPDI is planning a broader suite of employer services and outreach in order to capture these activities

ASETS Priorities Demand driven skills development According to the Federal Government’s Department of Finance in the February 2010 Budget: It will continue and confirms the $19 billion under Year 2 of Canada’s Economic Action Plan in addition to another $6 billion from provinces, territories, municipalities and other partners. Second, the Government of Canada is investing in targeted initiatives to build innovation, and business investment. Third, bringing Canada’s finances back to a balance Over the next fiscal year, the Federal Government will continue to maintain and create jobs

    11. ASETS Priorities Demand driven skills development Over $4 billion in actions to create and protect jobs. This includes additional Employment Insurance (EI) benefits and more training opportunities. $7.7 billion in infrastructure stimulus to create jobs. This will modernize infrastructure, support home ownership and improve social housing across Canada $1.9 billion to create the economy of tomorrow. This will strengthen capacity for research, commercialization, investment, participation in global markets, and a competitive business environment $2.2 billion to support industries and communities. This provides support for industries such as forestry, agriculture, small business, tourism, shipbuilding and culture

ASETS Priorities Demand driven skills development Some examples of demand driven opportunities in infrastructure and construction jobs; business and tourism Major Capital Projects in Manitoba   -HudBay Minerals, $450m, zinc / gold at Snowlake. -Magellan Aerospace $120m in Winnipeg Bristol Aerospace   -Infrastructure and start of IKEA development, $400m, -Continue Waskwatim, $1.6b, Nelson House -Canadian Human Rights Museum, $265m, Winnipeg -Winnipeg Airport Authority, $585m, Winnipeg Other Potential Projects: bi-pole III, East side road, Keyask and Pointe du Bois, Hydro Dam.

ASETS Accountability for improved results -to assess performance against targets -meeting program objectives, and -researching current labour market conditions, will enable FPDI to adjust program activities as necessary and to ensure streamlining -In addition, FPDI will follow the reporting strategy developed under ASETS to effectively communicate successes

FN Inuit Childcare Initiative Presently, FPDI has 37 Day Care Programs under the current AHRDS Agreement With approx 534 spaces being occupied by children with studying or working parents Three centres are provincially licensed We welcome Bonnie Traverse as the new Day Care Coordinator. Ms. Traverse has the appropriate ECE training and holds a Bachelors Degree in Social Work

FN Inuit Childcare Initiative The issues that exist include: - changes in community expectations that would bring a higher comfort level with home-based day care operations; - the jurisdictional divide between governments where one government provides the resources, the other establishes the operational standards, and a third manages the program; - the opportunity to rationalize the licensing of day cares on Reserve; - the feasibility, implementation and management of provisional licenses; - the opportunity to get access to training in the same manner as the Manitoba Child Care Association members; and - the financial resources necessary and available to recruit and retain staff in a competitive market where the private sector, Manitoba Government, and the Head Start are all potential employers for ECE trained staff.
