National Registry Medical Examiner’s Model • All commercial drivers whose current medical certificate expires on or after May 21, 2014, at expiration of that certificate must be examined by a medical professional listed on the National Registry of Certified Medical Examiners. Only medical examiners that have completed training and successfully passed a test on FMCSA's physical qualification standards will be listed on the National Registry. • Applicant must prove valid medical certificate with SDLA before issuance CDL. Downgrade if “non-certified.”

National Registry Medical Examiner’s Model • Model Training School/Provider Registry after the current medical examiner’s registry • Technology already established • Certified Trainer is awarded a spot on the registry • Trainer awards student certificate • Certificate filed with SDLA • SDLA files training certificate with CDLIS • Certificate filed electronically to SDLA and CDLIS?

Value of Registry • Bypasses the applicant to avoid forged certificates • Oversight, audit, performance monitoring of Training Providers , Corrective Action, Reinstatement, Removal from Registry • File Name of Training Provider with SDLA – CDLIS • Value of CDLIS – 1 driver – 1 CDL – 1 driving record • Eventual “real time” electronic means of reporting certificate • Paper certificate provided (10-15 days) and filed with SDLA until system compliant

  5. Conceptual Question If person receives CDL from state of domicile but completes training in another state, where does the certificate of training reside? Answer: state of domicile – whoever does training does not do testing

  6. CDLIS • Pointer system • CDLIS information resides in DMV / SDLA • Provides medical examination certificate information • Driver transcript of offenses, convictions, suspensions • Certification of CDL, endorsements, restrictions • Aliases • Previous CDL issue in all jurisdictions

  7. FMCSA Implementation • Meaningful Oversight of Training Providers to ensure compliance with core curriculum standards • Enforcement component that does something with Training Provider information • Accountability aspect • Technical refinements to eliminate problems in system • Quality data analysis
