  2. Draft NPA-OPS Proposal to amend JAR-OPS 3 for the purpose of introducing operational equipment requirements for the carriage of a Vibration Health Monitoring system

Proposal • 2 new paragraphs: 1 in Subpart B & 1 in Subpart K. • VHM system be fitted on all helicopters operating over water in a hostile environment with a MAPSC of more than 19 or with a MAPSC of more than 9 and operating in support of, or in connection with, the offshore exploitation of mineral resources (including gas). • From 2012 the category of affected helicopters should be extended to those having a MCTOM in excess of 3175 kg operating anywhere.

  4. NPA Progress • HSST WP-05/15.4 presented to OST 06-3 • OST WP/09-06 • Discussion about route to take. Several amendments were also suggested • JAR-OPS 3 or JAR 26? • Paper amended by HSST and alternative JAR 26 version prepared. • Passed to RST for decision on most appropriate route

  5. NPA Progress • Reviewed by RST 06-2. Decisions: • Should be in JAR-OPS 3 • More discussion needed within EASA concerning elements of the ACJ. • To be reviewed and put on Agenda for RST 06-3 • Action RST StG 06/2-03 • RST 06-3. Not discussed • RST 06-4. Not discussed. • Enquiries by HSST on progress failed to gain response

  6. NPA Progress • RST 07-1. Briefly discussed but no progress • OST 07-1. Concern about progress discussed • HSST willing to help progress in any way but until the paper is addressed by the RST no further action is possible • It is hoped that it will be on the RST 07-2 Agenda?

  7. Issues • VHM is required by several States within their own law (includes the UK as of Mar 07) • VHM will be an ICAO Recommendation in Annex 6 Part III from Nov 07 • EASA has work ongoing with CS 27 and 29 but this will only deal with new build aircraft • Current aircraft require ruling • If JAR-OPS 3 or IRs not changed there will be a problem for some States with regression • The JAR 11 process has suffered excessive delay • 12 months from original presentation at OST till today!

  8. Summary • VHM NPA needs to be progressed to consultation to determine best way ahead • Very concerning that the safety benefits of VHM might be jeopardised by delay • HSST uncertain of what more it can do
