National Supports for SME’s • Enterprise Ireland National Contact Points and National Delegates – One for each of the thematic priorities and for People, Ideas, Capacities etc. Reference www.fp7-ireland.comfor further details. • Funding – Enterprise Ireland are finalising details for support grants for SME’s to write proposals. • In previous Frameworks , this was in the form of a feasibility grant to a maximum of €7,500 with equal investment by the SME giving a total of €15,000. The new proposal is to provide a feasibility grant of up to €20,000 with an equal investment by the SME.

Research for the benefit of SMEs Objectives • To strengthen the innovation capacities of European SMEs to develop new technology based products and markets by: • Outsourcing Research to providers of research services (“RTD performers") such as universities, research centres or research performing SMEs • Increase their Research effort • Acquire technological Know-how • Extend their networks • Improve the exploitation of research results

  5. Who are the target groups? Research for SMEs: • Low to medium technology SMEs with little or no research capability. • Research performing SMEs that need to outsource research to complement their core research capability. Research for SME Associations: • SME associations representing their members and their common technical problems → Both schemes will follow a bottom-up approach, no thematic focussing

Customer – Seller Relationship Principle: • SME or SME-AG invest in RTD project and outsource part of the research activities to “RTD performers” • RTD performers INVOICE their services to SMEs or SME-AGs. • EC Contribution: Grant to the project (not to individual participants) which covers only part of the total investment. • SMEs or SME-AGs and “Other participants and end users” contribute with their own resources to the project. • SMEs or SME-AGs will take up and exploit the research results to their own best advantage. • Collective leadership of the SMEs or SME-AGs in the project Investing in Research SMEs SME Associations RTD- Performers Results & IPR Other Enterprises, End Users

Funding Scheme - principles • The financial support of the Community in accordance with the Rules for participation (Art. 33) will be capped at a value not exceeding 110% of the estimated price to be invoiced by the RTD providers to SMEs or SMEs Associations. • The default IPR regime remains full ownership by the SMEs or SME Associations. • The consortium may however reach a different agreement in their own best interests, as long as the SMEs and SME associations are provided with all the rights that are required for their intended use and dissemination of the project results.

Research for SME associations • At least three independent SME association/groupings, established in three different Member States or Associated countries, or one European SME association/grouping. • At least two RTD performers. • Other enterprises and end-users with at least two SMEs. ☺SMEs or SME associations may entrust coordination to organisations specialised in professional project management.

Schedule Research for SMEs Call 1 • Closure date: 4 September 2007 • Evaluation: September – November 2007 • Signature of first grant agreements: May 2008 • Indicative budget: €100 million Research for SME Associations (SME-AG) Call 1 • Closure date: 1 June 2007 (1st Stage) • Evaluation: June – July 2007 (1st Stage) • Indicative closure date 2nd stage: November 2007 • Indicative Evaluation 2nd stage: January 2008 • Signature of first grant agreements: July 2008 • Indicative budget: €68 million (€10 in Call 1, remainder in call 2)

Calculation of the EC contribution Funding Rates Indirect cost is a flat rate of 60% on all activities listed below until end of 2009, when it will be renegotiated (– included in Research providers projected costings only) • R&D: maximum of 50 % of the total eligible costs • Exception- non-profit public bodies, secondary and higher education establishments, research organisations and SMEs: maximum of 75% (Associations may meet the criteria for SMEs) • Demonstration Activities: maximum of 50% • Management activities: including certificates on the financial statements: maximum of 100% • Other activities: maximum of 100% (e.g. training, coordination, networking, dissemination (possibly via workshops, etc)).

  14. Payment Modalities • One Pre-financing (upon entry into force) for the whole duration of the project. • Interim payments based on financial statements (payment = cost accepted * funding rate) • There is a retention of 10% for the final payment. Project start and pre-financing modality

Use of independent Experts For those SMEs who would like to learn the evaluation process (from the inside) before applying for funding. • The list of experts for the evaluation of proposals is being drawn up. • The list will ensure an appropriate balance between academic and industrial expertise. • Experts with strong industrial and/or economic backgrounds are needed in order to evaluate the expected market impact and appropriateness of the planned activities to ensure optimal and rapid innovation. • Evaluation procedures are described in the document << Guide for Applicants>> • There will be remote evaluation with ‘Research for SME Associations having two evaluation stages. • Register via the following link https://cordis.europa.eu/emmfp7/index.cfm?fuseaction=wel.welcome • For details of time allocation, remuneration etc, please go to the following link https://cordis.europa.eu/emmfp7/index.cfm?fuseaction=wel.faq

Industrial-Academia Partnerships and Pathways • Exchange of know how between industry and academia (transnational) • PhD’s, postdocs* • Recruitment by participants of experienced researchers from outside partnership - Postdocs only • Networking activities (workshops, conferences) • *Note:researcher includes technical and managerial • Structure: • Staff secondments between both sectors within the partnership, with a view of reinforcing the inter-sectoral cooperation; • Temporary hosting in both sectors of experienced researchers recruited from outside the partnership; • Workshops and conferences enhancing the inter-sectoral experience and knowledge exchange • SME specific measure for small equipment related to their participation in the cooperation.
