  2. History of the Solid Waste Management Districts • Created in 1990 by the Indiana legislature • Single or multi-county district • All elected officials on Board of Directors

  3. Role of the SWMD’s • Ensure disposal capacity • Mobro 4000 1987 • Almost 3,000 landfills closed between 1982 and 1987

  4. Role of the SWMD’s – cont. • Encourage waste reduction, recycling, and proper disposal • District operated programs • District provided (contracted) services • Education

  5. Tools Afforded the SWMD’s • Funding • Property Taxes • Landfill disposal fees • Special assessments • Operate facilities • State Recycling Grants

  6. Tools Afforded SWMD’s cont. • Authority • Much like Counties • Ability to contract for services • Ability to issue permits • Ability to establish service area and franchises

  7. Requirements of Districts • Develop a 20 year solid waste plan • Form a Citizens’ Advisory Committee • Reduce final disposal by 35% by 1996 and 50% by 2001

  8. Missing from the requirements • Conduct a waste audit • Bartholomew County has conducted waste audits dating back to 1978 • Business waste comprises 2/3 of all landfill disposal • Yardwaste comprises about 15%

Partnerships with local corporations is critical to our success at waste minimization and proper disposal • Compliance Issues • Some Districts own and operate disposal facilities • Disposal requirements • Special/Industrial Waste • Banned Items • Liquids, lead acid auto batteries, hazardous wastes, CFC appliances, whole tires
