  4. Emancipation Proclamation • When- January 1, 1863 • Where- Washington D.C. • What is it- It proclaimed the freedom of slaves in the ten states in the rebellion, this applied to 3.1 million of the 4 million slaves in the U.S. at that time.

  5. Siege of Vicksburg • When- May 18, 1863- July 4, 1863 • Where- Warren County, Mississippi • Who won-Union • 1 Turning Point
