  6. In April 2005, well before the time requirements set out by the 2007/60/EU European regulation, local authorities signed an agreement to build a modeling system to forecast Po River floods. In June 2005, was approved the text of the Memorandum of Understanding "Unified exploratory and control activity of water balance aimed at preventing exceptional droughts in the Po River basin”. The goal was to forecast the potentially critical situations due to resource shortage resulting from exceptional drought events in the River Po water basin SYSTEM MODELING for flood forecasting • PO river basin authority • Italian register of dams • Regions of Emilia–Romagna, Lombardy, Liguria, Piedmont, Valle d’Aosta and Veneto • Operator of the Terna National transmission network • Regulation bodies of lakes (relevant consortia and AIPO) • National Reclaiming and irrigation association (ANBI) • Hydroelectric power generation companies Signatory bodies

SYSTEM MODELING for flood forecasting • Project objectives: • develop a suitable planning and management modeling system; • develop a modeling system suitable for forecasting of real-time applications; • support the organization in advance of flood services as well of all soil defense actions, including civil protection measures for emergency management.

  8. MODELING SYSTEM for water resource management Modeling for the forecasting, the simulation and control of droughts of the Po river, capable of providing adequate support for decisions to be made at the basin level. The modeling system allows: §Simulation of availability and use of water resources in the different water regime conditions § Definition of schemes for the water balance and methodology for the water resource management

The system can be used for: • Long-term basin planning: preparation of basin plans in the medium and long term, such as time frames from 10 to 25 years • Planning of resource allocation in the short term (six month or annual): preparation of seasonal operational plans for the basin • Preparation of seasonal operations: during the seasons based on the actual situation on the field, on the precipitation and on updated forecasts it is possible to plan the resource allocation for the following weeks or months
