  3. BAL-001-TRE-01 BA Requirements • Six BA requirements – R1 thru to R6 • Builds on the current ERCOT Protocol requirements for Governor Performance • Captures what the PDCWG, ERCOT and TRE actually do now • ERCOT ISO concerns, mostly with the language and not the intent

R1 – Indentify Measureable Event • BA required to identify Measurable Events • Measurable Event is redefined in this SAR and slightly deviates from Protocol • Based on Frequency Deviation of 0.1Hz OR Generation Loss of 550MW criteria. • Criteria can be reviewed by BA to increase sample number.

  5. R2 – Provide Measurable Event Data • BA must provide all relevant data to Compliance Enforcement Authority (TRE) within 30 days of the event occurring • This is currently done by ERCOT and should not be a large impact

  6. R3 – Calculate Interconnection Minimum Frequency Response (IMFR) • BA must analyze system frequency performance and calculate the IMFR annually • BA must provide the IMFR by January 1 of each year • IMFR will be used for BA compliance in R4 • IMFR will initially be set as per the current combined frequency response criteria in the protocols at 420MW/0.1Hz

R4 – Attain Interconnection FrequencyResponse (IFR) • BA must calculate a rolling 12 month average IFR using the results from the Measurable Events identified • The BA must attain an IFR greater than/equal to the IMFR (R3) Note: Assigning attainment of this to ERCOT ISO as the BA, deviates from current Protocols which assigns it to the ERCOT Interconnect.

  8. R5 – Compile Frequency Response Report for each Resource • BA must compile the Resource specific reports for each Measurable Event • Resources are redefined in the SAR as either a Generation Resource or a Frequency Responsive Resource

  9. R6 – Calculate 12 Month Rolling Average Frequency Response for each Resource • BA must compile Resource Frequency Response reports for each Measurable Event • Resources are defined in the SAR as either a Generation Resource or a Frequency Responsive Resource

  10. Comments – food for thought • R1 and R2 could be viewed as redundant and could be reduced to R2 only • R4 may need to be revised. Should ERCOT ISO, as the BA, be responsible to attain the IMFR in addition to what is required from the Resources? Does ERCOT ISO control frequency response (governor) enough to be sanctioned when Resources do not perform? • Measurable Event criteria is key to the rolling average performance for BA and Resources • Further work required to align Protocols with this SAR
