Ethics of NSDC Partners Code of Ethics for Staff Development Leaders • Principle I: Staff development leaders are committed to achieving school and district goals, particularly those addressing high levels of learning and performance for all students and staff members. • Principle II:Staff development leaders select staff development content and processes that are research-based and proven in practice after examining various types of information about student and educator learning needs.

Ethics of NSDC Partners • Principle III: Staff development leaders continuously improve their work through the ongoing evaluation of staff development’s effectiveness in achieving school system and school goals for student learning. • Principle IV: Staff development leaders continuously improve their knowledge and skills.

Ethics of NSDC Partners • Principle V: Staff development leaders ensure an equitable distribution of resources to accomplish school system and school goals for student learning. • Principle VI: Staff development leaders advocate for policies and practices that ensure the continuous learning of all students and employees. • Principle VII:Staff development leaders conduct themselves in a manner that avoids conflict of interest or the appearance of such conflict.

Ethics of NSDC Partners Code of Ethics for Staff Development Providers • Principle I: Staff development providers only offer services that are consistent with high standards of quality. • Principle II:Staff development providers present accurate, up-to-date information and habitually and accurately explain the strengths and limitations of the practices they recommend in relation to the school or district’s goals and current level of functioning.

Ethics of NSDC Partners • Principle III:Staff development providers select content and adult learning processes based on student learning goals and a systematic assessment of participants’ learning needs. • Principle IV:Staff development providers continuously learn and improve their performance.

  8. Ethics of NSDC Partners • Principle V: Staff development providers give appropriate credit to individuals or organizations whose work has influenced them. Principle VI:Staff development providers conduct themselves in a manner that avoids conflict of interest or the appearance of such conflict on the part of staff development leaders with whom they contract. − National Staff Development Council (2000)

  10. Level 1– Participants’ Reactions • What Questions are Addressed? • Did they like it? Did the materials make sense? Etc… • How is Information Gathered? • Questionnaires. Surveys. • What is Measured or Assessed? • Initial satisfaction with the experience • How Will Information be Used? • To improve program design and delivery.

Level 2– Participants’ Learning • What Questions are Addressed? • Did participants acquire the intended knowledge and skills • How is Information Gathered? • Portfolios, Demonstrations, Reflections, etc… • What is Measured or Assessed? • New knowledge and skills of participants. • How Will Information be Used? • To improve program content, format, and organization.

  12. Level 3– Organizational Support and Change • What Questions are Addressed? • Were sufficient resources made available? Was implementation advocated, facilitated, and supported? • How will the Information be Gathered? • Questionnaires, structured interviews, official records, meeting minutes • What is Measured or Assessed? • The organization’s advocacy, support, accommodation, facilitation, and recognition • How with Information be Used? • To document and improve organizational support. To inform future change efforts.

Level 4– Participants’Use of New Knowledge and Skills • What Questions are Addressed? • Did participants effectively apply the new knowledge and skills • How Will Information be Gathered? • Interviews, questionnaires, portfolios, videotapes • What is Measured or Assessed? • Degree and quality of implementation. How will Information be Used? • To document and improve the implementation of program content.

  14. Level 5– Student Learning Outcomes • What Questions are Addressed? • What was the impact on students? Did it affect student performance or achievement? • How will the Information be Gathered? • Student and School records, questionnaires, interviews • What is Measured or Assessed? • Student learning outcomes. Cognitive. Affective. Psychomotor. • How Will Information be Used? • To focus and improve all aspects of program design, implementation, and follow-up.

Assessment of Current Status– What does it look like? • NSDC Standards Assessment Inventory • Intended to measure the degree to which a school’s professional development program adheres to NSDC standards • Measures Context, Process, and Content at each school via ordinal scale survey • Completed by Teachers and Other School Staff
