  1. AF Public Health Update Lt Col James A. Mullins 10 Feb 10

  2. Overview PH home station medical response equipment package Factory permethrin treatment of ABUs status Leadership update

  3. All Hazards Response • All Hazards Planning, Preparedness, and Response • All Hazards: • Counter-CBRN • Epidemics • Natural disasters • Priority Areas: • Anthrax attacks & threat of BW agents • Planning for Pandemic Influenza • Radiation threats • Humanitarian missions/disaster response

  4. Home Station Medical Response (HSMR) Program 886A Patient Decon Equipment 886C Immediate Medical Response 886I Lab Response Equipment 886E Pharmaceuticals 886D In Patient Med Response 886H Threat Agent Detection Respond to up to 300 casualties and 150 responders in first 24 hrs (Un)Known CBRNE agents Coordination with base responders and local community

  5. Public Health Disaster Response Role

  6. Public Health HSMR Package ALLOWANCE STANDARD: Potential Components • 886P.a: Foodborne Agent Detection • 886P.b: Vectorborne Agent Detection • 886P.c: Epidemiological Surveillance and Response • Response Planning • C-RW / C-CW Role

  7. Operational Vectorborne Threats Mosquito-borne diseases: Chikungunya Dengue Eastern Equine Encephalitis Japanese Encephalitis LaCrosse Encephalitis Korean Hemorrhagic Fever Malaria Rift Valley Fever St. Louis Encephalitis West Nile Virus Western Equine Encephalitis Yellow Fever Tick-borne diseases: Babesiosis Human Granulocytic Ehrlichiosis (HGE) Human Monocytic Ehrlichiosis (HME) Lyme Disease Rocky Mountain Spotted Fever Southern Tick Associated Rash Illness (STARI) Sandfly-borne diseases: Leishmaniasis

  8. Larvae Collection Kit • This kit is an assortment of tools for larval sampling neatly organized in a durable bright yellow toolbox. Tools in this kit are: • dipper with telescoping handle • 3 sizes of screened strainer-dippers • white shallow larval tray • sieve set for debris separation and larvae concentration • (2) 250ml sample jars • permanent marker pen (wipes clean with isopropyl alcohol) • 500ml wash bottle • waterproof flashlight • waterproof notepad • large aquatic pipette (50ml) • (3) small aquatic pipettes (3ml) • gloves

  9. ABC Trap Kit with CO2 • This kit provides the same capabilities as TRAPKIT1 with the added feature of being able to use dry ice as an integral source of CO2 for attracting mosquitoes or other Dipterans. This kit includes the American Biophysics CO2LID which is an insulated 2 liter container, assembled directly to the top of the trap, with a built-in manifold to provide CO2 at a continuous rate of approximately 500 ml per minute. • CO2 (Dry Ice) Container: Capacity: 4.0 lbs. of dry ice Top inside diameter: 11.3 cm Bottom inside diameter: 10.8cm Inside height: 19.8 Volume: 1.90 liters Flow rate: approx. 500 ml/min Flow Time: approx. 11.5 hrs for 1.5lbs of dry ice. • Contents: • ABCTRAP1 • CO2LID • NET1 • ROPE1 • BAT6/10

  10. Vectorborne Agent Detection • Base package of vectorborne surveillance equipment at all installations: • 1 Mosquito Larvae Collection Kit • 4 ABC Traps with CO2 Container • Misc. Items for Flea & Tick Collection • Linkage w/ capability to send specimens for pathogen testing • JBAIDS: Leishmaniasis, Malaria, Dengue Fever • USACHPPM: West Nile, encephalitidies, other pathogens

  11. Vectorborne Agent Detection • Expanded package of vectorborne surveillance equipment for installations with significant vector threat and/or environment: • Additional traps and collection kits • Microscope and lamp • Additional sample testing supplies • Linkage w/ capability to send specimens for pathogen testing • JBAIDS: Leishmaniasis, Malaria, Dengue Fever • USACHPPM: West Nile, encephalitidies, other pathogens

  12. Next Steps • Seymour-Johnson AFB NC named as Pilot Unit for package • Currently compiling all the equipment and doing validation • Once finalized, info will be sent to the MEFPAK who will orchestrate purchase AF wide • Anticipate equipment delivery beginning summer/fall 2010

  13. ABU Factory PermethrinTx Status • AF Uniforms and Program Policy (AF/A1SO) supports factory treatment of ABUs • Focus on fire retardant ABUs (ABE-FR) initially • Representatives from Uniform Board at previous AFPMB mtg • Initiative has been pre-empted by other issues in recent months • AF/A1SO participating in congressional mandated joint utility uniform meetings • Focus likely on Services' heavy reliance on each other's RDT&E initiatives and partnerships during standardization • AF/A1SO planned to discuss permethrin treatment as side bar

  14. PH Leadership Update • Asso Corps Chief, PH (Col John Kildew) • Currently deployed, Balad AB Iraq • Projected to retire Dec 2010 • HQ ACC/SGPM (Col (s) Sam Hall) • Acting Asso. Corps Chief, PH while Col Kildew deployed • Likely will PCS to HQ AF/SG summer 2010 • Replacement at HQ ACC/SGPM TBD • AF/SG Alternate Rep to AFPMB (Lt Col Mike Lundy) • PCSing to Maxwell AFB (Sq/CC), summer 2010 • Replacement TBD
