Greater Lincolnshire Local Enterprise Partnership • Private sector led board with the aim of increasing economic growth in the area it covers and increasing prosperity. • Agenda includes: • housing • transport • water management • skills • lobby Government to unlock barriers to growth • devolution?

  3. Greater Lincolnshire Employment and Skills Board • Private sector led • Public sector observer members • Part of formal structure of LEP • Deals with skills on behalf of LEP • Champion learning and skills • Influence skills funders on behalf of employers in Lincolnshire using: • research it commissions • pilot projects • local statistics

  4. High youth unemployment Youth underemployment Older workforce and increase in retirement age 200k employees required to meet growth and replacement requirements for Greater Lincolnshire by 2022 Context

  5. Existing and emerging skills shortages: health and care, public sector (education) retail/wholesale, with large numbers also needed in manufacturing/engineering, agriculture/food visitor economy. Context

  6. Reduction in jobs requiring no or low level skills Increasing requirement for higher and degree level skills Mismatch between qualifications young people undertake and skills requirements Changes to the welfare system – Universal credit Public sector finance Context

Issues for public sector and supply chain therefore business as well as moral imperative to engage in skills agenda through: Schools and further education providers Apprenticeships Individuals furthest from the labour market Procurement Setting the standard through becoming exemplar organisations Role of Public Sector

  10. Work experience opportunities Traineeships Supported internships Retraining older workers (apprenticeships) Inclusive employment practices including opportunities for vulnerable young people over-represented in NEET Individuals furthest from the labour market

Supply chain Increasing commissioning of services Interest in skills levels of wider workforce Government Public Sector Procurement Policy Contracts over £10m used to support skills development and apprenticeship commitment Applies to central government, executive agencies and NDPBs Other public sector strongly encouraged to adopt Procurement
