Traffic Engineering Survey: Hawthorne Blvd, City of Rancho Palos Verdes
This report outlines the traffic engineering survey conducted on Hawthorne Blvd, between Vallon Dr and Crest Rd, dated September 14, 2007. It includes critical data such as lane configurations, average daily traffic of 15,156, and accident statistics indicating a need for speed limit adjustments. The report emphasizes potential pedestrian and bicycle conflicts due to nearby Robert Ryan Park and recommends a reduction in the speed limit. Improvements include curbs, gutters, and sidewalks to enhance safety for all road users.

However 7 of the 9 reported accidents involved vehicles traveling at an unsafe speed, indicating that motorists are NOT using due caution. Also, Robert Ryan Park is located on the west side, creating the potential for significant pedestrian and bicycle conflict with vehicles. Considering these factors and CVC Section 627, it is appropriate to apply a 5 mph reduction from the 85th percentile speed in order to establish a reasonable and safe speed limit. COMMENTS
