  5. Most Important Date • Election Day is April 30, 2019 • Polls open at 6:30am. YOU NEED TO BE THERE NO LATER THAN 6AM! • Polls close at 7:30pm. YOU GET TO GO HOME WHEN THE CHIEF JUDGE SAYS SO!

What is NEW? • Brand new manual for all poll workers to use and review. • Checklist • Voter ID – Not right now • Have separate voting booth or table for provisional voting behind Provisional/Helps Table • MOST ABSENTEE VOTERS MAY NOT BE IN YOUR POLLBOOK. Station Guide Purpose • Provide election officials with immediate access to certain election laws and policy. • Provide quick summary of voting site procedures. • Provide elections officials with clear, consistent, and uniform language to provide to voters. • Provide voters with ability to hear and see clear, consistent, and uniform instruction on voting laws and policy. • Transparency, competency, compliance, and assurance.

Step8 • Make a determination of eligibility tovote. • Voter has statedname; • Voter has statedaddress; • If applicable, voter has stated partyaffiliation; • The election official has identified, selected, and if applicable, updated the voter's name and/oraddress. • If the foregoing voting procedure requirements have been met, the election official must make the determination that the voter has met the requirements of the check-in process and is eligible tovote.

  24. Ballot Station Procedures (OpticalScan) 1 2 3 4 5 6 7 8 Receive vote authorizing document fromvoter. Review carefully. Ensure voter has signed theform. Pull appropriateballot. If your voting site has more than one ballot style, use VBT scanner to match vote authorizing document with ballot styleissued. Record absentee application number on ballot (one-stop votingonly). Record precinct/VTD on ballot (ifapplicable). Sequentially number the vote authorizing document (ifapplicable). Direct voter to the votingequipment. BallotStation|1

Unreported Move (Incorrect Address)Guidance If the address stated by the voter does not match the voter's address onrecord: • Confirm that you pulled up the correct voter record, according to the voter'sname. • If you have the correct voter record, ask voter if he hasmoved. • If voter indicates he moved, ask voter for his previousaddress. • If the previous address matches the address in the voter's record, ask the voter for the date of themove. • Determine ballot style based on the address where the voterwill have resided 30 days prior to the date of theelection.

  35. Step9 Determine whether photo ID meetsexpiration requirements. • Confirm that the expiration date meets requirements based on itstype and the voter'sage. CurbsideVoting (GS §163-166.9; 8NCAC.018) In any primary or election any qualified voter who is able to travel to the voting place, but because of age, or physical disability and physicalbarriers encountered at the voting place is unable to enter the voting place or enclosure to vote in person without physical assistance, shall be allowed to vote either in the vehicle conveying such person to the voting place or in the immediateproximity.   39. The Voting Process – exceptions • Curbside – Same process BUTyou are taking the ballot out to the voter and they must state out loud the Curbside Affidavit in Section C. Complete the sections

Curbside Voting Procedures (Part 3 -Exterior) • Take curbside balloting materials to thevoter. 1 2 • Have voter sign Curbside Affidavit (if not previously signed) and Authorization to Vote or One-stopApplication. 3 4 • Provide voter with votinginstructions. • Once voter has completed the act of voting, place ballot intoprivacy sleeve (or have voter seal ballot in secure curbside envelope) and take ballot into the votingplace. • Unless ballot is sealed in a curbside envelope, the ballot shouldbe delivered to one of the judges of election to be placed into the tabulator. • Return to the vehicle and advise the voter that ballot was successfully cast. 5 6 CurbsideStation|5

Can’t find a Voter/Registration Issue-Provisional Voting • Provisional voting is your best friend on Election Day! • No arguing or dispute • Explain the situation to the voter and offer the provisional • MAKE SURE WHEN YOU GIVE THE VOTER THE BALLOT YOU WRITE A “P” IN THE BOX. This is a safe guard just in case the ballot is put in the tabulator instead of the envelope. P

Provisional • PROVISIONAL • Any time you have any issues- follow the provisional process • NEVER TURN ANYONE AWAY – even if they openly admit to living somewhere else! • NEVER argue with a voter. • Questions?
