  2. Presentation agenda • Electronic collection of data from enterprises and state agencies (economic entities); • Introduction of eSTAT; • Authentication and confidentiality in eSTAT; • Data integrity; • Availability. • Further development plans

  3. Electronic collection of data from enterprises and state agencies (economic entities) • About 150 surveys are conducted each year; • Data are collected from respondents by about 200 questionnaires; • The number of respondents among economic entities is about 60 000; • Two main channels of electronic data collection: • MS Excel files via e-mail; • eSTAT on-line web questionnaires. • XML data transfer.

Introduction of eSTAT (1) • Functionality for external users (respondents) • A list of questionnaires with submission dead-lines; • Web questionnaires for data submission; • An automatic checking of rules during questionnaire completion; • Access to previously completed questionnaires (two years backward).

  5. Introduction of eSTAT (2) • Functionality for internal users: • Questionnaire designer; • Respondent management: list of respondents and automatic e-mailing; • Query designer to view questionnaire completion statistics by different indicators of economic entities (for instance activity or region); • Possibility to view a complete overview of customer contacts made during data collection process of different questionnaires; • Data transmission management from raw database to validation and aggregation databases.

  6. Authentication and confidentiality in eSTAT (1) • Internal users need a username and password for authentication; • External users need one of the following identification documents: • Personal ID card; • Internet bank card (of one of Estonia’s three biggest banks, i.e. Hansabank, SEB Eesti Ühispank or Sampo Bank).

Authentication and confidentiality in eSTAT (2) • The delegation application can only be submitted by persons whose right to representation of the enterprise is registered in Estonia’s Commercial Register; • The main problem with authentication: • Usage of individual ID cards or Internet banking cards has caused some confusion and displeasure. • Session time-out 20 minutes.

  9. Authentication and confidentiality in eSTAT (4) • Internet banking card; • internet bank username; • Password and codes or ID card.

  10. Authentication and confidentiality in eSTAT (5) • Public Key Infrastructure for data encryption; • Data managers have direct access to data; • Raw data transmission to validation and aggregation databases.

  11. Data integrity • Integrity problems at the beginning of implementation and during continuous development; • Backups of the database; • Recovery Manager and roll-back.

  12. Availability • Availability problems due to different infrastructure problems and a continuous development of new modules; • Number of parallel online user about 50-200, it has not caused any overload of the system yet.

  13. Response rate • eSTAT average 9%, highest 100%, some questionnaires 30-50% (smaller samples); • File import average 15%, some questionnaires 50% (Intrastat).

  14. Technical information • Application Server: Linux server, BEA Web logic 8.2SP5; • DBMS: Oracle Database 10g; • Questionnaire designer: client-server program in Java; • Questionnaire presentation: Java Server Page files, checking rules in xslt files. • Authentication: Java standard jaas components. JAAS is J2SE integrated (since version v1.4) authentication and authorization component (API). JAAS includes also Java VM Pluggable and Stackable architecture for configuration of the modules; • iPizza protocol.

  15. The best innovation in Estonian public administration in 2006 • eSTAT was declared the best innovation in Estonian public administration in 2006 in September 2006 by the Secretary of State. There has been a positive feedback from Estonian accountants. According to them, eSTAT has simplified data submission to Statistics Estonia. • Estonia is also among the top 20 performers in the Networked Readiness Index by the World Economic Forum's Global Information Technology Report 2006-2007 (e-cabinets, Skype, mobile payments, and electronic ID cards etc.)

Background information (1) • Visual identity • Statistics Estonia reputation evaluation in ten-points-scale is 6.2 points (highest in science and education institutions 7.3 and lowest in businesses 5.8) • Statistics Estonia is above all a data collector(96%), then a data producer (76%) and finally a provider of information services (13%)
