INTRODUCTION • For the countries grouped within ECOWAS (Economic Community of West African States), integration requires the definition of common policies in economic, social and institutional fields. In this regard, it is important for this institution to endow itself with reliable and regularly up-dated decision-making tools. Furthermore, the wave of democratisation sweeping the region since the 90s has intensified this demand for statistical data.

  4. INTRODUCTION… • In the course of the last two decades there has been a degradation in the statistical services in most countries : • Inadequate human, material and financial resources ; • High turnover of underutilized support staff ; • Absence of clearly defined priorities and work programmes both at NSIs and other bodies which collect statistical data ; • Inexistence or non performance of national coordination mechanisms ; • production hardly able to meet expressed demand due, in particular to production delays and lack of reliability.

INTRODUCTION • To these findings must be added a lack of synergy between the different national statistical institutes, which does not foster comparability of data. • With the above situation, strengthening capacity of NSO to enable production of minimum set of statistics for decision-making is necessary.

STATISTICAL STRUCTURE OF ECOWAS COMMISSION • Department of Research and Statistics (since January 2007-with the transformation of the Secretariat to a Commission) • Policy: ECOWAS Statistical Policy adopted in 1996 • Legal Body: Technical Commission- Trade, Custom, Taxation, Money, Payment and Statistics- establish by ECOWAS Treaty • Programme: ECOWAS Statistical Programme (2006-2010)

CAPACITY BUILDING ACTIVITIES… 3.1 Regional Statistical programme • The Regional Statistical Programme was adopted by the ECOWAS Summit of Heads of State and Government in January 2006. • The main objective of the Programme is to create the conditions for each country of the Community to be empowered to produce the minimum statistical information needed for decision-making by national and international public authorities as well as socio-economic operators.

  9. CAPACITY BUILDING ACTIVITIES… 3.1 Regional Statistical programme • Eight (8) priority areas have been selected : • (1) Legal framework and coordination of statistical systems ; • (2) National Accounts; • (3) Economic and social situation;

CAPACITY BUILDING ACTIVITIES… 3.1 Regional Statistical programme • (4) Dissemination of statistical data; • (5) Statistics for the monitoring of household living conditions; • (6) Agricultural statistics; • (7) External trade statistics; • (8) Public finances, monetary statistics and balance of payments.

CAPACITY BUILDING ACTIVITIES… 3.2 Statistical Cooperation Programmes ADB- Contribution to capacity building of NSO through ICP-Africa Programme: Price Statistics, NSDS, National Accounts EU-Contribution to Capacity building in statistical harmonisation (National Accounts, Price Statistics, External Trade Statistics, Coordination of Statistical programmes)

  13. CAPACITY BUILDING ACTIVITIES… 3.2 Statistical Cooperation Programmes UN (UNSD)- Contribution to capacity building activities of NSO and ECOWAS Commission: Management Workshops and Seminars, Connectivity, Poverty Statistics, Energy and Environment Statistics

CAPACITY BUILDING ACTIVITIES… 3.2 Statistical Cooperation Programmes French Cooperation- Contribution to capacity building of NSO and ECOWAS Commission in Databases, Data dissemination, Web-sites ACBF- Contribution to capacity building activities of the regional Programme: coordination of statistical systems, dissemination of statistical data and statistics for monitoring household living conditions and poverty

  15. CAPACITY BUILDING ACTIVITIES… 3.3 Advocacy • ECOWAS is conducting advocacy for better funding of statistical activities within the region: Ongoing Study on the feasibility of establishing a support fund for statistical development in West Africa
