  4. Airport Charges – main features (2) • Consultation • Annual consultation • Consultation in advance of changes to system or level of charges • Transparency • Obligations on airlines and airports • Airports provide cost information for each airport

  6. Airport Charges – main features (4) • Remedy procedures and independent supervisory authority • General rule – airlines (and airports) should always have a right of appeal • Requirement to set up an independent supervisory authority with certain powers • Independence requirement

  7. Implementation • Still early days • The Directive is being ‘tested’ • Clarification of rules and procedureswelcomed • Status of ISA varies

  8. Next steps • Publication of a detailed study on implementation of the Directive • At the same time, Commission will issue a report on the results of the Directive • Not a legislative proposal • Highlights areas possibly requiring action in the future
