Liberating the NHS: Local Democratic Legitimacy in Health This consultation gives further information on the enhanced role for local authorities through leading on the JSNA, promoting joined up commissioning and leading on local health improvement and prevention activity. It suggests a statutory Health and Wellbeing Board and LINks becoming local Health Watch with enhanced responsibilities.

  7. Liberating the NHS: Commissioning for Patients • This document is mainly concerned with the arrangements for GP consortia and the national NHS Commissioning Board.

Liberating the NHS: Regulating Healthcare Providers Consultation on the proposals for Foundation Trusts and the establishment of Monitor which will be the economic regulator for health and social care. • Liberating the NHS: Transparency in outcomes: A framework for the NHS Consultation on the details of how the Secretary of State for Health will hold the NHS Commissioning Board to account for delivering better health outcomes through a national NHS Outcomes Framework.

Opportunities & threats for the v/c sector • Less funding available • Less resource available for strategic working • Less partnership with the sector • Choice of any willing provider would increase opportunities for new providers • Assist clients to make choices and support the most vulnerable • New contractual obligations on providers for data collection • Need to educate GPs on the diversity of the sector
