  6. Red Oak Community Framework Generally speaking, development within Red Oak is divided into four separate areas; Western Edge, Interstate 35-E Corridor, the Community Core and Future Development. Interstate 35-E is an area more specifically defined by the Corridor Plan which has identified different strategies for various areas of the zone. The Community Core is an area which is experiencing the most growth at the current time and is strategically located as the geographical “center” of the City. This zone includes the historic downtown area and the SH 342 corridor. Finally, the Future Development area of the City is primarily land within the City’s ETJ, much of which has prearranged annexation agreements or will require annexation in the future. At some point in the future, development will likely occur in this area, however at the current time, it is not anticipated that any major development will take place prior to roadway and utility expansions. The following section briefly outlines the three zones in more detail. Subject property is located in the center of the community core.

  7. Community Core Future Land Use Community Core The Community Core is currently experiencing the most physical development. The historic downtown is included in the Community Core and this zone generally has the most comprehensive infrastructure and utility services, aiding in its growth and development. A variety of different land uses are currently accounted for within the Community Core, including residential, retail, office, industrial and public/semi public uses. The Geographical and Physical Center The vision of the Community Core district is to serve as a visible center of Red Oak. Due to its development patterns, Red Oak currently lacks an identifiable center of the City. The downtown area, while being the original town site, lacks major public facilities or physical characteristics which signalize its prominence as the Community Core. Many communities have the advantage of a “main street” corridor, court houses, or other public facilities which serve as the center of a “downtown” area. New, quality residential development has occurred in this area over the past decade, creating a greater housing density. Additionally, retail and commercial activity has been increasing along both Ovilla Road and SH 342. The existence of prime development sites at SH 342 and Ovilla Road creates many opportunities to capitalize on the creation of this area as the geographical and physical center of the community. Community Facilities Discussion has focused upon potentially incorporating a new City Hall and/or other public facilities at Ovilla Road and Methodist Street creating a Town Center or City Complex. A master plan for this area may be beneficial to ensure consistency and linkages between various developments which may occur in this area. It is recommended that areas of commercial, office and retail uses be considered in addition to public spaces and community facilities. Transit Oriented Development An additional advantage of the Community Core is the potential for transit oriented developments at the northwest corner of SH 342 and Ovilla Road or within the historic downtown area. Communities across the metroplex have utilized rail advantageously within their communities by focusing development around transit facilities. The future development of the Community Core, specifically the SH 342 at Ovilla Road vicinity, may ultimately be aided through the development of TOD. Design considerations should accommodate TOD, but may not solely be based on TOD, since there is no clear timetable of if and when implementation of commuter rail may occur. For example, the City may decide to permit development within the area without the existence of a rail stop, but development should ultimately be organized in a walkable, mixed-use fashion in order to facilitate or be compatible with a potential transit stop.
