Justification:

Principal parties concerned (including the usages and owners of the land in question; the States, public and private investors)are excluded from the search for solutions

Need for a serious and open dialogue between the promoters and opponents of the various response options and between all parties concerned

Results expected:

 The positions and responses adopted by the various parties should be based on available credible knowledge about the phenomenon and should take account of the points of view of the other parties involved.
