  3. ESC • Creation: Act 21/1991; principal channel for Institutionalised Social Dialogue • Composition: The most representative organisations that can prove their representation. Amman, December 2011

COMPOSITION: 60 members • Trade Union Organisations (Group I: 20 members). • Business Organisations (Group II: 20 members). • Other Organisations (Group III: 3 from the Agriculture Sector; 3 from the Fishing Sector; 4 from Consumers’ and Users’ Organisations; 4 from the Cooperative Sector and 6 experts appointed by the Government.) TRADE UNION RIGHTS • To establish their organisation and functioning. • Federation, Confederation and International Organisations. • Neither suspension nor dissolution without a court order. • Trade union action: collective bargaining, strikes, collective conflicts, presentation of candidatures to trade union elections.   10. TRADE UNION STRUCTURE AT THE UGT 40TH CONGRESS It is structured in State Federations by areas of activity. It is organised territorially at regional (Autonomous Community), provincial, island and district levels. The Confederation Bodies for Management and Control, Congress, Executive Committee, Council, Committee, Guarantees Committee and Economic Control Committee. Amman, December 2011

ELECTION OF REPRESENTATIVES IN WORK CENTRES • In companies having more than 49 workers, Councils are elected (with a minimum of 5 members depending on total workers) • In companies with 10-50 workers, delegates are elected (1-3 depending on total workers) • In companies with 6-10 workers, this is a voluntary option for workers.
