What is IPPC permit? • IPPC permit represents a contract between the operator and the competent authority. • Competent authority: • gives operator right to work; • writes clearly defined conditions for the work to be allowed. • Important permit issue: • integrative approach (the union of possible influences on all environmental mediums).

What allows IPPC permit? • IPPC permit allows the following activities: • whole control of the installation; • to achieve the required condition in the specific time. • IPPC permit obligates the operator to: • use hierarchy of the waste management; • use energy efficient; • take measures for prevention of failures or reducing its consequences; • bring the environment in a satisfactory condition; • help during the inspection supervision; • supervise himself, allow public access of the obtained data.

  4. Permit conditions for IPPC • The permit conditions should be unambiguous, clear and useful, with reasonable efforts and resources. Technical conditions Types of conditions: Working conditions Emission conditions

Permit conditions for IPPC • According to regulator important thinks for the process of negotiate in the company are: • Emission limit values; • Available technical measures; • A necessary control, defined points of control; • Periods (frequency) of taking examples; • Conditions (installation nature, the location); • Measures for special circumstances (starting, stopping, installation defects), measures of control; • Measurements limits, measurements of taking • examples; • Clearly defined limits for the appropriate • substances/parameters (based on MDK).

What is BAT(The best available technique) • Technique - used technology, projecting and building for achievement the biggest level of the environment protection; • Available - for using with regard to the disadvantages and advantages, costs and benefits for the environment; • Developing new technology .

Legislation concerning the IPPC permits • The environmental law (Official Gazette of RM no.53/2005, 81/05 and 24/2007) contains basic principles and procedures for the integrated management of the environment: • planning of environmental protection; • strategic estimate of the environment; • assessment of environmental impacts (AEI) of certain projects; • regime of environmental licensing and permits for compliance for integrated prevention and pollution control (IPPC); • access to information from the environment area; • financing activities in the environmental field; • supervision in the implementation of legal provisions.

Legislation concerning the IPPC permits • The law arranges the rights and duties of: • Republic of Macedonia; • Government; • The units of the Local Self Government (ULSG); • Entities and individuals. • The provisions of this Law apply to the media on the Environment: • Soil, water, air • Nature, waste, noise, vibrations, ionizing and non-ionizing radiation, clime, ozone layer, aroma.

Integrated prevention and pollution control – IPPC • Regime of issuing environmental permit of certain types of industrial activities, intensive agriculture and waste management. • The goal - through integral approach to cover and regulate the environmental impacts. • IPPC allows: • minimizing and control of the pollution emission; • sustainable waste management; • minimizing and control of noise and vibration emissions; • energy efficiency.

Definitions in a relation of IPPC • Installationis stationary technical unit where one or more prescribed activities are made. • Permanent installationis installation which is operative, and works before July 01 2007. • Operator is every entity (individual) who perform professional activity or trusted or delegate authorities for bringing economic decisions for technical working or brings the permit. • Permit- the part of the written decision or whole written decision with which the authorities is given for work on the entire installation or on a part of the installation.

Public participation • Operator or consultant prepares IPPC request; • ULSG request is submitted by the operator; • The manager of the installation guarantees the data; • After receiving - ULSG publish the application; • 7 days publication; • Available on the whole territory of the R.Macedonia; • Opinion/comments to ULSG in a period of 30 days.

Practical example of implementation of IPPC of “Klaneks” – Prilep • Company for production, sales and services “Klaneks” – Prilep: • Established and works continuously from 1984 till today; • 1984 - a license for meat exporting; • The main activity- slaughtering stock for export and home market; • Slaughtering capacity - 400 lamps for 8 hours, 50 cows for 8 hours; • The biggest environmental impact – waste water: • “clean” part (technical water) and • “polluted” part (fecal canalization).

Practical example of implementation of IPPC of “Klaneks” – Prilep • Solutions for minimizing the pollution in “Klaneks” – Prilep : • Establishing fat separator that is also making a mechanical cleaning (bars with 10x10mm and 3x3mm); • Water category 5 - bed quality; • Installing small waste water treatment plant; • Regular washing for removing the dust through channels together with the atmosphere water; • Monitoring in a determinate time period.

Practical example of implementation of IPPC of RoniKolant LTD • The main activity - production of socks and tights; • Institute for Health Protection - Prilep and in the Republic Institute analysis: • Oxygen regime - outside the class; • Organoleptic characteristics (smell, colour, and visible waste materials), ammonia - IV to outside the class; • Need for an appropriate waste water treatment plant.

Conclusion • The request for IPPC B-permit is established in two pilot installations in Prilep as a positive practice for monitoring European legislation which is successfully transported in our legislation. • These legal provisions are obtained for environmental protection by the operator in the country.
