FACT #1 The Preamble We, the people of Louisiana, grateful to Almighty God for the civil, political, economic, and religious liberties we enjoy, and desiring to protect individual rights to life, liberty, and property; afford opportunity for the fullest development of the individual; assure equality of rights; promote the health, safety, education, and welfare of the people; maintain a representative and orderly government; ensure domestic tranquility; provide for the common defense; and secure the blessings of freedom and justice to ourselves and our posterity, do ordain and establish this constitution.

  4. FACT #2 Constitution What is a constitution? A constitution is a document that explains the government’s purpose, describes its organization, and states its powers.

  5. FACT #3 Constitution Federalism is the term used to describe the division of powers between the states and the federal government.

  6. FACT #4 Constitution Some examples of federalism: (All of the following is one fact) Federal Government can print money, handle foreign affairs, and declare war. State Government can create local government and make marriage laws.

  7. FACT #5 Constitution Taxes:Both the state and federal government can collect taxes, set up schools, punish criminals, and create courts.

  8. FACT #6 Louisiana Constitution The powers of the state government come from the US Constitution and the citizens of the state. The present Louisiana Constitution follows the Federal Constitution very closely. It has a Bill of Rights that is stronger than the Bill of Rights in the US Constitution.

  9. FACT #7 Louisiana Constitution Louisiana has had 11 different constitutions, more than any other state. Why do you think Louisiana has had so many constitutions?

  10. FACT #8 Louisiana Constitution Our present constitution was approved by voters in 1974. The citizens of the state elected over 100 delegates to come together in a constitutional convention to develop the 1974 Louisiana constitution. It took them over 1 year to finish it!

  11. FACT #10 Who can do what! Federal Government can print money, handle foreign affairs, and declare war. State Government can create local government and make marriage laws. Both the State and Federal Government can collect taxes, set up schools, punish criminals, and create courts.
