ERCOT filed comments on NPRR530 • ERCOT has performed Load analysis to estimate the potential impacts from NPRR530. By studying average Load from the 2012 4-Coincident Peak (4-CP) intervals, ERCOT estimates that the movement of the seven NOIEs’ Loads will result in a decrease in the LCRA Load Zone by approximately 21%, and that the South Load Zone will increase by approximately 11%. • ERCOT believes it can accommodate the changes in model topology in time for the in-flight 2013 Spring Long-Term Auction Sequence, by making manual changes to the Congestion Revenue Right (CRR) Network Models for Sequences 2 & 3. ERCOT believes this is a low risk model change. As a result, if this NPRR is approved at the May 14, 2013 ERCOT Board meeting, ERCOT would work to re-post the modified models that reflect the approved Load Zone change. The CRR calendar would not change, but there would be updates to the model on the schedule below: • Sequence 2 Models that post April 23, 2013, would be replaced after ERCOT Board approval on May 14, 2013, and before May 21, 2013, when the bid window opens. • Sequence 3 Models that post May 13, 2013, would be replaced after ERCOT Board approval on May 14, 2013, and before June 10, 2013, when the credit lock occurs. • ERCOT will work to build parallel models (with the Load Zone changes) if TAC approves NPRR530. This will be done in an effort to post the ERCOT Board-approved CRR Network Model changes as soon as possible after any May 14, 2013 approval. ERCOT Public
