  6. î Joint Regional Operational Programme JROP The final programme document of the CR responding to the European Commission recommendation to submit only one regionally oriented operational programme for the 2004-2006 period, through which the cohesion regions can gain financial aid from the structural funds.

Priority 1 – Regional Enhancement of Entrepreneurship Priority global objective: Increase in the prosperity of the regions by developing small and medium-sized enterprises and crafts, and by creating new job opportunities • Priority specific objectives: • Increasing employment and creation of new jobs in selected problem regions ; • Increasing capacity of local enterprises and crafts in selected problem regions, especially in services and non-agricultural activities;

Priority 1 – Regional Enhancement of Entrepreneurship î • Measure 1.1 • Support of business activities in selected regions • Total allocation: 45,138 mil. € • Final beneficiaries: small and medium-sized enterprises (SME) • Financing of the project budget (only eligible costs): • 50-54% small and medium-sized enterprises • do 35% ERDF • - 11-15% public sources CR (regional) • Types of supported projects: • - acquisition of investments, software and know-how, reconstructions (OBLIGATION TO INCREASE no. OF jobs: 1-3-10)

Priority 2 – Development of Infrastructure in Regions î Types of supported projects (2.1.1+ 2.1.2) • reconstruction, modernization and building of 2nd and 3rd class roads and local road network • integrated systems of public transport; • provision of transport accessibility of border-areas and worse accessible parts of regions • modernization of transfer terminals; • development of municipal public transport in towns, implementation of modern information systemsfor passengers; • implementation of specific equipment for public transport for different purposes;

Priority 2 – Regional Development of Infrastructure Measure 2.2Development of information and communications technologies in regions Total allocation: 30,022 mil. € Applicant: municipalities, organizations established by them, NGO Financing of the measure (only eligible costs): - 75% ERDF - 13% central, - 4% regional, 8% local Types of supported projects for measure 2.2 - introduction of high-speed internet; - building of public internet access places - development of regional and local comm. networks

Priority 2 – Development of Infrastructure in Regions Measure 2.3Regeneration and revitalisation of selected towns Total allocation: 30,022 mil. € Applicant: municipalities, regions, organisations established by them, NGO Financing of the measure (only eligible costs): - 75% ERDF - 13% central - 12% regional, + NGO resources Types of supported projects: - regeneration of deteriorating town areas - regeneration of deteriorating town centres - reconstruction or completing construction of selected buildings - general public space

Priority 3 – Development of Human Resources in Regions Global objective of priority 3 is: • Improvement of the living conditions of the population, especially of minorities • Increase of participation of minorities in life-long learning • Integration of specific groups threatened by social exclusion back into the community and labour market

Priority 3 – Development of Human Resources in Regions Measure 3.1 Infrastructure for human resources development in regions Total allocation: 56,281 mil. € Applicant: municipalities, districts, organizations established by them, NGO Financing of the measure(only eligible costs): - 80% ERDF - 10% central - 3% regional, 7% local, + NGO Types of supported projects: - new construction or reconstruction of buildings concerned - purchase of technology, computers, including software, computer networks - essential technical infrastructure

Priority 3 – Development of Human Resources in Regions Measure 3.2 Support of social integration in regions Total allocation: 46,428 mil. € Applicant: municipalities, organizations established by them, NGO Financing of the measure (only eligible costs): - 80% ESF - 10% central - 10% regional, + NGO Types of supported projects: - motivation centres, work rehabilitation centres etc. - programmes for socially threatened groups

Priority 3 – Development of Human Resources in Regions Measure 3.3 Strengthening the capacity of local and regional authorities in the programme planning and realisation Total allocation: 13,513 mil. € Applicant: regions Financing of the project budget (only eligible costs): - 75% ESF - 12,5% central - 12,5% regional, + NGO Types of supported projects: - informationand advertising campaign - study, surveys, analyses - courses, educational stays, seminars

Priority 4 – Development of Tourism • Improving the quality of tourism services • Providing common services for tourism entrepreneurs and strengthening cooperation within the sector • Promoting the Czech Republic as a European tourist and spa destination • Creating new attractions, products and enterprises in the Czech Republic • Optimal use of the historic, cultural and natural wealth for the purposes of tourism • Increasing the standard of living of the population in regions

  21. î Priority 4 – Development of Tourism Sub-measure 4.1.1 Development of services for tourism (national level) Total allocation: 24,016 mil. € Applicant: regions, associations of municipalities, organisations established by the state, NGO Financing of themeasure (only eligible costs): - 75% ERDF - 21% central - 2% regional, 2% local + NGO

  22. î Priority 4 – Development of Tourism Sub-measure 4.1.2 Development of services for tourism (local and regional level) Total allocation: 24,016 mil. € Applicant: municipalities, regions, associations of municipalities, organisations established by municipalities and regions, NGO, SME Financing of themeasure (only eligible costs): - 75% ERDF - 4% central - 15% regional, 6% local + NGO

  23. î Priority 4 – Development of Tourism Types of supported projects (total measure 4.1) • Support of establishment of public-private partnership (associations, consulting and information activities) • introduction of uniform marking system of activities in tourism including field marking resulting from WTO recommendation • marketing of tourism from the point of view of support of CR´s promotion • participation in major European and world tourism fairs, organisation of symposiums and conferences on tourism • Elaboration of promoting brochures

  24. î Priority 4 – Development of Tourism Sub-measure 4.2.1 Support of national infrastructure (national level) Total allocation: 48,040 mil. € Applicant: municipalities, associations of municipalities, regions, organisations established by state, NGO, entrepreneurs Financing of themeasure (only eligible costs): - 75% ERDF - 22,5% central - 1,2% regional, 1,3% local + NGO + entrepreneurs‘ resources (50-54%)

  26. î Priority 4 – Development of Tourism • Types of supported projects (total measure 4.2) • acquisition, reconstruction a modernization of tangible investment asset and intangible investment asset for the benefit of the CR • equipment or development of tourist information systems, • acquisition of investments into accompanying tourist infrastructure (swimming pools, golf courts, facilities for winter sports, multipurpose indoor-sport centres, car parks etc.), • development and reconstruction of tourist paths, cycle-paths, cycle routes and nature trails including additional facilities,

  30. JROP – state of realisation 1st call (1June – 30July 2004) - 383 projects submitted + 73 GS - request for 13 bill. CZK (60% from total) - 129 projects chosen - allocation 3.1 bill. CZK (EU=2.25 bill. CZK, CR=850 mil. CZK) - 40% of successful applicants - submitting of decisions and signing of contracts

  31. î State of realisation • 2nd call (1 October- 30 November 2004)- 263 projects submitted + 5 GS - request for 3,1 bill. CZK (17% from total) (EU=2,5 bill. CZK, CR=609 bill. CZK) - the highest number of projects submitted for measures 4.2, 3.1, 2.2 - the most active municipalities, entrepreneurs and NGO
