  • By everyone: a common understanding of the issue and shared commitment to end the unbalanced responsibility for paying system costs;
  • By donors: recognition that full implementation of the original procedure is not possible immediately, therefore compromise is needed;
  • By centers: ability to accelerate internal cost recovery procedures to lower overhead rates so an additional 2% can be accommodated within a total acceptable to all parties;
  • Policy: a way forward and a timetable that all will respect.

  • Inability of some donors to comply with this and related CGIAR policies such as paying for full project costs;
  • There are variable center overhead rates and cost accounting methodology and results - and the unfortunate history of indirect cost recovery in the CGIAR;
  • The lag time before it will be possible to fully implement the policy at the center level– the reality of “legacy projects”
for 2011 the dimensions at the center level
For 2011 – the dimensions at the center level
  • Fund resources disbursed to centers: $245.95 m
  • CSP collected from above: $4.92 m
  • Bilateral resources disbursed to centers
        • Unrestricted: $31.49 m from which CSP = $0.63 m
        • Restricted: $31.76 m from which CSP = $0.52 m

Note: the restricted grant total that “qualified” for collection of the CSP is a small fraction of total 2011 grant funding because most restricted grants were negotiated prior to 2011 and are therefore not subject to the CSP.

For 2012 - the dimensions
  • System cost in 2012 could be approximately $14-15 million (present budget estimates);
  • CGIAR funding is expected in a range of $750-800 million, so CSP range is approximately 1.8% to 2%;
  • However, a significant level of non-Fund income still will not yield full CSP recovery so the real percentage for the sources from which the CSP can be taken will be higher.
  • By mid-year 2012, the Consortium Office will provide an updated estimate of expected bilateral CSP recovery for 2012 and for future years, following consultation with the centers.
