  6. 2.1 Main Characteristics • Training takes place in two places (“dual system“): training enterprise and part-time vocational school • Duration: two to four years, mostly three years • Reduction of apprenticeship period for people who have • job-specific training periods in related apprenticeships • acquired relevant school qualifications training company apprenticeship vocational school

  7. 2.2 Training enterprise (2/2) • Enterprise-based training • 80 % of the training period • apprenticeship contract between enterprise and apprentice • learning in practice for practice, learning through productive work using state-of-the-art technologies • training regulation with job profile and work description

  8. 2.2 Training enterprise (1/2) • Approval of starting training by the apprenticeship office • Check of the necessary technical equipment and training facilities to teach the skills and knowledge required • sufficient number of qualified and authorised trainers (subject-specific and pedagogical know-how) • company owner or competent employee • trainer examination or trainer course • Training alliance: With other enterprises or supplementary courses, if the company does not fulfill all training requirements – only lack of small parts of training facilities accepted

  16. 3.2 Federal level (1/2) • Federal Ministry of Economy, Family and youth • responsible for the enterprise-based part of apprenticeship training • Legal base for training: Vocational Training Act • regulations for the individual apprenticeships • Federal Advisory Board on Apprenticeship • consisting of representatives of the social partners • submits expert opinions to the Economics Ministry (e.g. on the establishing of new apprenticeship trades or the modernization of apprenticeships)

  23. 4.1 Integrative vocational training(2/2) • Target groups: • Leavers of special needs schools • Youth who did not successfully acquire qualification at lower secondary level • People with disabilities • People who are not suitable to be placed into a regular apprenticeship relation for “reasons related to the person himself/herself” • Facts and figures: • December 2010: 5.173 people in integrative VET • 71% prolonged apprenticeship period, 29% partial qualification • 63% in companies, 37% in supra-company institutions

  27. 4.2 Purposes of modular training • Make training more flexible for companies and for apprentices • Improve training possibilities for companies with specific training needs • thereby increasing the number of potential training enterprises

Training guarantee for young people (1) • Training guarantee for young people who cannot be placed into regular apprenticeship posts • Establishing of suitable training institutions by the Public Employment Service Austria (AMS) • Possibility to complete the entire training duration until the apprenticeship-leave exam

Priority of company-based VET by imposing the obligation for the training institution to make targeted efforts for a take over of the young person into a company-based apprenticeship 5. 9.462 persons in training institutions per 31.12.2010, that is 7,2% of the total number of apprentices Fußzeile

  33. 5.1 Financing • Financing • company-based part of training: training enterprise, viz. the business sphere • school-based part of training: public funds, viz. the federal and regional governments • Apprenticeship remuneration • specified in the respective collective agreement for every individual apprenticeship • increases every year

  34. 5.2 Financial Subsidies (2/2) • Exemptions • Waiving of employers' contributions to the health insurance for the first two years of apprenticeship • Waiving of contributions to accident insurance for the entire training period • Contributions to unemployment insurance only need to be paid in the final year of apprenticeship

  35. 5.2 Subsidations for training quality • Basic support by partly compensation of apprenticeship remuneration • Support for new apprenticeship posts in newly founded enterprises and for first-time training in companies • Proving evidence of qualification by maintenance of a training documentation and positive completion of a practical test by the apprentice after half of the apprenticeship period (Cancelled temporary until 30.06.2011 for elaborating new rules for quality assurance) • Additional job-specific qualifications for apprentices • Measures for continuing education of trainers • Excellent and good performance in apprenticeship-leave exams • Measures for apprentices with learning difficulties

  37. 6.1 Occupational status of graduates • Apprenticeship-leave examination • Practical section of the apprenticeship-leave exam • Theoretical section of the apprenticeship-leave exam • Skilled workers • Solid foundation for an entrepreneurial career • Permeability: Berufsreifeprüfung (BRP) and/or professional experiences  access to tertiary education routes (universities, Fachhochschule institutions, post-secondary VET colleges) • Variety of CVET options (such as foreperson courses)

  38. 6.2 Permeability - Berufsreifeprüfung • Berufsreifeprüfung - Certificate of secondary education for apprentices to increase permeability • Four partial exams: German, mathematics, foreign language, specialist area • Target group: people with VET qualification - apprenticeship graduates, graduates of VET schools, etc. • Three of four partial exams can be taken already before the final apprenticeship exam, the last partial exam over the age of 19 • Support programme for free preparation for exams and for completion of exams • Some 2.000 graduates every year
