  10. Whythe unsolved problems from the mentioned barriers were not solved? Lack of political will to support road safety improvement in Poland The aim of the directive implementation was only political (to fulfill the EU rules) not substantive (the road safety improvement) This was the barrier to any further development of the process according to the recomendations coming from road safety practitioners, engineers and self-government Lack of money was used as an argument to restrict the directive only on TEN-T network (false argument) Different interests of the various ministries
  11. How the solved problems from the mentioned barriers were solved? The main research units (Gdansk, Cracow, Bydgoszcz Technical Universities) were involved into the implementation process (at a certain time point, not from the beginning of the process) They produced guidelines, instructions and recommendations on the methods and procedures to be used The buttom –up approach toward implementation of the directive appeared even if the implementation is not mandated by law (good examples from Pomorze and Warmia-Mazury regions)
