What are CAP Alert Hubs? An Individual CAP Alert A CAP alert is an XML document compliant with the schema defined in ITU X.1303 A CAP alert is attributable to a particular alerting authority at the particular time it was issued A CAP alert is a public, legal document: individual alert “A public document is one that is or should legally be readily available for inspection by the public, as a document issued by [...] a governmental department.“ Common Policies and Practices 4

The Need for Common Policies and Practices The CAP standard does not address any matters of policy, nor practices such as how to present alerts Policies can be important for users, especially re-publishers Knowing how alerts are treated by CAP Alert Hubs can inform design choices in alerting systems that emit to, ingest from, or serve as, a CAP Alert Hub Common Policies and Practices 8

Organizations Involved Comments have been incorporated from seven organizations: Alert-Hub.Org CIC, European Meteorological Network of National Meteorological Services, Google Crisis Response team, Hong Kong Observatory (HKO), International Federation of Red Cross and Red Crescent Societies (IFRC), meteoblue.com, and Traveller Information Services Association (TISA). Notations show wherever one or more of these organizations does not use the particular policy or practice, or uses a variation of it We hope this document will also enhance harmonization among CAP-enabled emergency messaging systems and their various tools for creating, publishing, or using CAP alerts 10
