The CCMI within the EESC (1) • Created 24 October 2002 following expiry of ECSC Treaty (July 2002) • Retention of acquis, expertise and continuation of structured dialogue in the areas of coal and steel • Expansion of remit to cover other sectors and all issues relating to industrial change • Expansion of CCMI in EU-25 • Expansion of CCMI in EU-27

The C C M I within the E E S C (2) • Oct 2002: CCMI set up with 24 EESC members and 30 ex-ECSC delegates • Jun 2004: CCMI expanded to 30 EESC members and 30 delegates , following EU enlargement • Oct 2004: CCMI Chairman becomes full member of EESC Bureau (previously observer) • Dec 2004: CCMI expanded to 45 EESC members and 45 delegates. • Jan 2007: CCMI expanded to 48 EESC members and 48 delegates.

Unique composition – CCMI delegates • Initially appointed for 2-year period by the Assembly on basis of decision by EESC Bureau (proposals coming from EESC Groups) • Since 2007 appointed for 4-year period and since 2011 appointed for 5-year period (Lisbon Treaty) • No voting rights • CCMI Bureau composed of 3 EESC Members and 3 CCMI delegates, one of whom co-chairs • Study groups composed of EESC Members and CCMI delegates (50:50). Co-rapporteur, if any, drawn from delegate body

  5. CCMI delegate categories • 3 categories reflect 3 EESC Groups: - Category 1 - Employers - Category 2 - Workers - Category 3 – Various activities • Distinct from, yet complementary to Groups, which propose delegates for appointment by the EESC Bureau and Assembly

Category 2 • 16 delegates - 13 different nationalities (+2): • Belgium, Czech Republic, Finland, France, Germany, Greece, Italy, Poland, Romania, Slovak Republic, Spain, Sweden, United Kingdom, Qualitative enlargement  wide spectrum of interests and experience • Full involvement in all CCMI dossiers to date

Category 2 Selection of delegates to date • EESC Bureau decision of 26 October 2004 allocates responsibility for proposing new delegates to Groups • Group II liaises with ETUC • Joint Group II/ETUC coordination of proposals with 3 main trade union organisations: • EESC Bureau and Plenary confirm nomination • The delegate can be substituted whenever needed industriAll ETF UNI-EUROPA

Main progresses CCMI activities in the last year • Improved cooperation between coordinator of delegates and Group II secretariat; • Improved cooperation between Category 2 delegates and Group II members in the CCMI; • Continuous cooperation with the sectoral industry and services European trade unions improving their direct involvement in the definition of proposals, and in the drafting work of opinions, by the appointment of their officials as experts. • Enlargement of the cooperation to a new sectoral trade union organisation: the EFBWW (European Federation OF Building and Wood Workers) • Improved effectiveness in the diffusion of the adopted opinions to the national members of the European sectoral industry and services trade union organisation. • Better distribution of the activities among the Category 2 delegates with improved assumption of responsibility as co-rapporteurs.

  16. The essential role of Group II - Category 2 in the CCMI

The importance of the own initiative for the CCMI The importance of own initiative in the activity of the CCMI is of a paramount importance for the following reasons: • they represent the main source of the CCMI activity (50% in the last year but an higher value in the past); • they are originated by the input coming from the strong and continuous connection of the CCMI with the main European sectoral trade unions; • the same link make more effective also the diffusion and the follow up of the results of the CCMI work; • although it is understandable the effort to plan the EESC activities to avoid duplication and confusion, the CCMI need to be maintained in the condition to introduce own initiative opinions. • the EESC Bureau should also maintain the positive trend to allocate more referrals to the CCMI, particularly the ones related to industrial change in the manufacturing and services sectors and to industrial policy.
