  2. EUWI OBJECTIVES: • REINFORCE POLITICAL WILL AND COMMITMENT TO ACTION • MAKE WATER GOVERNANCE EFFECTIVE AND BUILD INSTITUTIONAL CAPACITY • IMPROVE COORDINATION AND COOPERATION • INCREASE THE EFFICIENCY OF EXISTING EU AID FLOWS

  3. EUWI AFRICA COMPONENT • THE AFRICAN-EUROPEAN UNION STATEGIC PARTNERSHIP ON WATER AFFAIRS AND SANITATION WAS LAUNCHED ON 2 SEPTEMBER 2002 THROUGH ”THE JOHANNESBURG DECLARATION”

  4. EUWI REGIONAL COMPONENTS: • AFRICA • EASTERN EUROPE, CAUCASUS AND CENTRAL ASIA (EECCA) • LATIN AMERICA • THE MEDITERRANEAN

  5. THE AFRICA COMPONENT INCLUDES WORKING GROUPS IN THE FOLLOWING AREAS: • WATER SUPPLY & SANITATION (DENMARK) • INTEGRATED WATER RESOURCES MANAGEMENT (FRANCE) • FINANCE (UK) • RESEARCH (COMMISSION) • COORDINATION (COMMISSION)

FUNDING: • NO FUNDS WERE INCLUDED IN ”THE JOHANNESBURG DECLARATION”, ALTHOUGH IT WAS KNOWN THEN THAT THE EU WAS WORKING TO CREATE AN EU WATER FACILITY • THE EUWF WAS CREATED BY DECISION OF THE EUROPEAN COUNCIL IN APRIL 2004 • IT PROVIDES ABOUT EURO 1 BILLION FOR WATER RESOURCES DEVELOPMENT IN THE ACP COUNTRIES

  7. WORK PROGRAMME • PREPARATION OF A WORK PROGRAMME FOR THE EUWI AFRICA COMPONENT STARTED IN OCTOBER 2004 • AN ”OUTLINE STRATEGY AND WORK PROGRAMME” WAS DISCUSSED WITH STAKEHOLDERS IN NOVEMBER AND AGREED WITH AFRICAN PARTNERS IN DECEMBER 2004

WORK PROGRAMME CTD • THE ”OUTLINE STRATEGY …” CONTAINED A GOAL ANALYSIS OF THE EUWI AFRICA COMPONENT • THIS WAS THE BASIS FOR THE PREPARATION OF DETAILED WORK PROGRAMMES FOR EACH OF THE WORKING GROUPS • THIS WAS DONE DURING JANUARY-MARCH 2004 • ONLY THE IWRM WORKING GROUP MET DURING THAT PERIOD

  9. ANNEX: EUWI AFRICA COMPONENT, SUMMARY OF 2004-2005 WORK PROGRAMME (2004-03-15) Research Working Group

ISSUES/PROBLEMS: • THE STARTING PREMISE THAT ODA RESOURCES WERE AVAILABLE IF ONLY MORE WATER PROJECTS COULD BE SUBMITTED WAS EXCELLENT • IT HAS SINCE BEEN SOMEWHAT CORRUPTED WITH THE CREATION OF THE EUWF • HAVING LAUNCHED THE EUWI AT THE HIGHEST POLITICAL LEVEL THE COMMISSION FAILED TO SET ASIDE THE REQUISITE MANAGERIAL AND ADMINISTRATIVE RESOURCES • THE MULTIPLE LAYERS OF STAKEHOLDERS HAS MADE IT VERY DIFFICULT TO REACH CONSENSUS ON BASIC TEXTS AND TO MOVE FORWARD (EU MS, COM DIRECTORATES, NGOS, AFRICAN PARTNERS)

  11. ISSUES/PROBLEMS CTD: • EXPECTATIONS WERE RAISED PREMATURELY WITH CIVIL SOCIETY • DIALOGUE WITH AFRICAN PARTNERS HAS BEEN INSUFFICIENT (LINK THROUGH AMCOW/TAC HAS PROVEN TENUOUS) • AS A RESULT, OVER A YEAR HAS BEEN LOST
