  2. Why Common Measures? Common Measures: • Fits PA’s vision of integration of workforce development • Provides a “Baseline” for all employment and training programs • Integral part of workforce program reform • Applies similar standards to all workforce development programs 2

  3. Pennsylvania’sCommon Measures System Features • Pennsylvania has always had all Workforce Development Programs in the PA CareerLink Operating System, but were separate modules in the system. • WIA • Trade • Labor Exchange 3

  4. Pennsylvania’sCommon Measures System Features • Implementation of Common Measures brought: • Single Entry/Single Exit • Common Measures Program Activity Log • Composite Reporting • Decrease duplicate data input

  5. Pennsylvania’sCommon Measures System Features The key is the Common Measures Program Activity Log. • Single Entry/Single Exit • Brings together program starts and exits for each program • Reporting cycle starts and exits • Exclusions and Gaps in Service • Reporting 5

  8. “At Time of Participation” Information Screens are system-generatedwhen: • A staff person enters a value-added service in a program • A job seeker enrolls or performs a job search 8

  12. ES Participant Search Screen Allows staff to search by office or county for: • All current ES Participants • Veterans • ES Participants due to exit in 29 days or less 12

WIA Participant Search WIA Participant Search Screen • Can select the LWIA, County, or PA CareerLink office • This search will show the names of job seekers whose WIA Cycle will exit in the next 29 days or less. • This means that they are 61 days past the last estimated end date entered in the systemor the WIA hard exit 14

  22. Labor Exchange Self-Service System Changes The system was modified to capture information and track job seeker self-service participation. 22

Labor Exchange Self-Service System Changes Three Value Added Services to create/extend Participation: • Self-Service Enrollment Participation (SSEP) - automatic • Self-Service Job Search (SSJS) - automatic • Self-Service Informational Activities (SSIA) - added by staff Counted as a separate program to track performance 23

State to Federal Reports Workforce Investment Streamlined Performance Reporting (WISPR) • PA has piloted WISPR along with Texas beginning with the second quarter of PY06 • Standardization of data elements describing activities of job seekers • Utilizes a single set of data to show interaction with the PA CareerLink system See sample report in handouts 26

State to Federal Reports WISRD - Individual Record Report • Contains participant characteristics, activities, and outcome information • PA uses the Job Seeker User ID (JSUID) as the unique identifier • Submitted electronically for all applicable exiters as well as literacy/numeracy participants on a quarterly basis 27
