  • Establish a multi-disciplinary, multi-sector PAP Coordinating Committee and Sector Leader Team
  • Inform, seek advice, and garner support from government agencies, organizational partners, and other key stakeholders
  • Develop the written PA Plan with input from all societal sectors
    • Hold meetings, analyze results, develop Plan, seek public comment, finalize plan for release
  • Assemble State Implementation Teams and begin development of Implementation Plan
  • Assemble State Evaluation Team and begin development of Evaluation Plan
