  2. VULNERABILITY TO NATURAL DISASTERS • Indian Subcontinent highly vulnerable to drought, floods, cyclones and earthquakes. • Among the 35 States/ Union Territories, 25 are disaster prone • 8041 km Coast line exposed to tropical • cyclones

  3. VULNERABILITY TO NATURAL DISASTERS • Number of Indian States highly vulnerable to multiple disasters. • 40 million hectare of land area prone to floods • Landslides, hailstorm and avalanches common

VULNERABILITY TO NATURAL DISASTERS • 56% of total area vulnerable to seismic activity • Zone Area Parts of the states • V 12% North Eastern States, Jammu & Kasmir, Himachal Pradesh, Gujarat, Bihar,Uttaranchal, Andaman and Nicobar Islands • IV 18% Jammu & Kasmir, Himachal Pradesh Uttaranchal, Bihar, Delhi,W.Bengal, Haryana, Punjab,Sikkim,Gujarat, Maharashtra, Lakshdweep Islands • III 26% Punjab, Haryana, Uttaranchal, Bihar, West Bengal, Gujarat, Rajasthan, Madhya Pradesh.,Orissa, Andhra Pradesh, Goa, Kerala, Tamil Nadu, and Maharashtra.

  5. NATURAL DISASTER - EXTENT OF DAMAGE AND DESTRUCTION • Average annual loss of human life is 3600 • Average crop area affected annually 1.42 million hectare • Average annual number of houses damaged 2.36 million

  6. Response Mechanism • Basic responsibility of State Governments • Government of India supplements the efforts by extending logistics and financial support

Financial Arrangements • Calamity Relief Fund for each State • CRF allocation for 2000 -05 is RS. 11007.56 crore as against RS. 6304.27 crore for 1995-2000 • 75% Contribution by GOI and 25% by State Governments • Provision of additional assistance from NCCF during calamity of Severe Nature. • Rs 2131.01 crore approved from NCCF

National Committee on Disaster Management • Constituted under the Prime Ministers having representatives of the National and State level political parties • To inter alia suggest necessary institutional and legislative measures needed for an effective and long term strategy to deal with major natural calamities in the future • A Working Group/ Task Force of Experts for suggesting long term strategy being constituted

High Powered Committee on Disaster Management Plans • HPC constituted in August,1999 • To prepare comprehensive model plans for management of disasters at the National,State and District levels • Ambit of the Committee enlarged to include manmade disasters also • Two Interim reports submitted. Final report awaited by September, 2001

DISASTER MANAGEMENT POLICY- SALIENT FEATURES * Recognition of linkages between natural disasters and development * Connecting of specific programmes like DPAP, DDP, NWDPRA and Wasteland Development Programme for managing natural disasters * Emphasis on forecasting and warning using advanced technology

CENTRAL SECTOR SCHEME FOR DISASTER MANAGEMENT - SALIENT FEATURES * Human resource Development * Setting up of National Centre for Disaster Management (NCDM) * Setting up of Disaster Management Faculties in States * Programmes for Community Participation and Public Awareness * Observing National Disaster Reduction Day * Activities to achieve the goals and objectives of IDNDR/ISDR

  21. External Assistance -Policy • No formal appeal for external assistance made for relief • External assistance,if offered as solidarity accepted with gratitude • Gujarat earthquake- international response overwhelming • Bi-lateral agreements suggested by some countries for emergency response

  22. International Disaster Response Cooperation • Asian Region- Membership of ADRC and ADPC • UNDP and USAID projects • Proposed to join UNDAC • Joint Seminar by UNOCHA-GOI scheduled on 14-15th June, 2001
