Master Plan Development • Re-started in 2001 • Auke Bay Loading Facility was the “spark” • Board conducted stakeholder and public meetings from 2002 through 2004 • Upshot was to separate user groups • Primary Discrete User Groups Identified • Moorage (Local, Fishing, and Visitors) • Recreational Boat Launching • Commercial Activity • Passenger for Hire Activities • Public Access

Master Plan Development • Board buys property next to AGS in 2004 for new loading facility • Dehart’s notifies CBJ of intent to sell in 2004 • Board conducts additional master plan work in early 2005 to include DeHart’s property • Results in adoption of current master plan to support DeHart’s purchase

  6. DeHart’s Purchase • Approved by Assembly in 2005 • Resolution Serial No. 2316 • Total Price - $2.6 million • Down Payment - $1.0 million of marine passenger fees • Balance – 20 year revenue bond paid with harbor operating funds

  7. DeHart’s Sales AgreementMoorage Provisions • CBJ will allow existing stall holders to stay at marina • If CBJ builds a new moorage facility, CBJ, consistent with harbor regulations, will make its best efforts to provide all existing stall holders with a new moorage space.

  8. DeHart’s Marina Stats • 52 year round stall holders • 15 seasonal stall holders • 36 original stall holders remaining • 31 new stall holders since purchase • 28 boats in marina during winter season • Vessel Sizes – generally small • Nearly all <40’

How Much $$$ Do We Have? • Total Currently Available - $18.9M • State Harbor Grant - $5.0M • State Passenger Fee Grant - $0.8M • Local Marine Passenger Fees - $0.5M • CBJ Sales Tax - $6.7M • Federal Launch Ramp Grant - $0.9M • State Legislative Appropriation - $5M • Future Funding • Federal Launch Ramp Grant - $3.0M

  12. How Much $$$ Do We Need? • Launch Ramp Funding - OK • Statter Repairs - OK • Passenger for Hire – Unfunded • Replacement Moorage – Partial Funding • Boatyard – Unfunded • Total Revenue Need - $6.7M

  13. When Will It Happen? • Launch Ramp – Summer 2014 • Statter Repairs – Spring 2013 • DeHart’s Replacement – Spring 2013 • Remaining Projects not certain

  14. Harbor Rebuild Case History • Harris Harbor Reconstructed in 2004/2005 • All boaters were temporarily reassigned moorage throughout harbor system • 58 stall holders were reassigned moorage in other CBJ facilities after the rebuild • No complaints made it to the Board
