Construction accounts for 10 % of disability injuries and 20% of fatalities that occur in industrial work force • Primary causes are: falling from elevation, being struck by something, being caught between two objects, electrical shock • OSHA primary responsibility unless state has tougher laws • ½ states have tougher laws

Companies realize importance of safety • Development of company safety programs • New hire training, job site safety surveillance, safety training • Directly related to management’s commitment to safety • PM & supers responsible for safety of workers, equipment, materials on site • Set standards for safety and monitor at all times • Safety awareness campaign, weekly training, job site safety inspections, hazard removal

  4. Significant PM issue • Safe working environment increases productivity, reduces risk of injury • Accidents cause work disruption • Schedule delays, significant PM time, increased insurance • F 18-1

Accident Prevention • Starts at top – management must practice safety • Accidents results from unsafe condition or lack of training • Job hazard analysis • F 18-2 • Description of construction hazard • List of hazards associated with ops • Plan for eliminating, reducing, or responding to hazardous situations

  6. Accident Prevention • Solutions • Modify construction techniques to min hazard • Guard the hazard – fencing • Provide a warning – back up alarms • Provide special training • Equip workers with personal protection – hard hats, ear plugs, respirators, glasses, gloves

  7. Substance Abuse • Being drunk or drugged and on the job site is dangerous • Companies have policies against working under the influence • Random drug testing • Cannot refuse test and still work on site • Testing required after accident or incident, upon hire, when super thinks test warranted

Personal Protective Equipment • Body protection – protective clothing • Depends on job • Eye protection – glasses or goggles • Foot protection – steel toed shoes • Hand protection – gloves • Head protection – hard hats • Hearing protection – ear muffs • Protection from falls – harnesses+ nets • Respiratory Protection – respirators - manholes

Material Hazards • Name 5 hazardous materials usually found on a construction site • Pressure treated wood, cement, insulation, solvents, dust • Material safety data sheets (MSDS) – gives info on hazardous material • Must make sure workers can properly hand materials – storage, transport, use • All hazardous materials labeled

Material Hazards • MSDS gives • Material ID and use • Chemical data& hazard composition • Physical Data • Fire & Explosion data • Health hazard data & emergency procedures • Reactivity data • Spill or leak procedures • Protective equipment & venting req’ts • Special precautions for handling and storage • Fig 18-3

Project Specific Phased Safety Plan • Focuses on hazards and accident prevention for a specific site • Defines individual hazard prevention responsibilities of each member of mngt team • ID potential hazards that may occur during each phase of construction & mitigation measures • List equipment & hazard associated with each • Describe specific safety awareness training program to be used • F 18-4

  12. Accident Investigation • Accidents and near misses should be investigated promptly • What happened • Why it happened • Procedures and policies needed to minimize potential for future occurrence • Results go in project file • OSHA gets copy if injury or worse

Reporting requirements • All firms 10+ employees must maintain detailed records • Injury log • Date of illness or injury • Name of affected employee • Occupation of employee • Description of illness or injury • Amount of time lost due to illness or injury • Also submit a 1 page description of each illness/ injury

Safety to Labor Cost • All state have worker’s comp laws mandating coverage for all workers • No fault coverage • Covers medical expenses • Compensation for lost wages • Vocational rehabilitation • Disability pensions • Premiums calculated based on base rate plus contractor safety rating Experience- modification rating(EMR) • Looks at last 4 years safety record • Premiums are paid by contractors – added to base labor rate
