3. SCHOOL ORGANIZATION • Annually in the plan of the Regional Department of education we plan: • Topics for methodical support and control, concerning early school leaving. The plan is approved and signed by the Minister of education and each school is developing its own plan for the school year, including basic priorities and initiatives. School plans are supported to main priorities and initiatives of RUO. Deficits from previous school year are taken in consideration.

4. Task 1. Each school plans measures for preventing early school year and keeping students at school. Task 2. Work with parents ( hiring parents like school mediators, home visits and conversations, school for parents, lectures for parents, consulting parents, training for patrents). Task 3. Cooperation with institutions.( social workers, police, health workers and mediators, NGOs)

5. In RUO’s plan and schools plans there are topics concerning qualification of teachers in the field of managing with early school leaving.National, Regional, school level, European level – KA 1 Erasmus courses..Fininced by government, European projects or individually - credits).

6. Each school plans and schedules defined activities types, concerning educational stages promotion, ex students and parents participation, educational career and labour paths. We have career consultants in each school, who work on regional and school level.

7. Profesional orientation:On 12th Oct. 2017 we hosted a regional forum / south east Bulgaria / about main accents in vocational education development. 140 representatives from Local authorities, social partners, NGOs, business partnes, and school directors from 4 regions

The school image - Local medias are invited to reflect all important initiatives from the school life-The school offers free extra curricular activities“New chance” –for educating adults“Domino”- for dual education “Your lesson- Work with families- cooperation with business- Online meetings with directors - webinars with ministry of education

10. If the child is abroad – no social payment for this child If the child doesn’t go to school – money is stopped and transferred to school . New social policy of government

Expectations of students • New diigital generation • Teachers have to be trained and qualified to respond to the students needs and the gap between generations to be avoided: • PHENIX platform • Mozabook – subject trainings . • Electroning lessons made by teachers and by students • Directors hire ICT qualified teachers

17. Absenteesm and Inclusion • All activities are obligatory for schools • Innovative schools • Electronic education • Within 3 month – the government is giving • 3 million BGN for ICT • Till 2018 – 640 million BGN for school infrastructure (new buildings, playgrounds , gyms) • Teachers salaries – double

18. Absenteesm and Inclusion • Cooperation with Roma organisations ( AMALIPE) • Mayors and school directors • School mediators • Free texbooks till 7th class • Free transport for all students(1-12 class) • Money for big absentees goes back to school

19. Reasons for absenteesm • Early marriages • Seasonal work We see a solution in giving priority and developing • Dual education: • Students get salaries+scholarship • They compete with each other • They could help their families financially • the best of them is hired after school.

20. National platform MECHANISM for joint work of institutions on the scope and retention of children and pupils in the compulsory school and preschool age.

On 5th July The Council of Ministers accepted measure 373, called: Procedure for returning and keeping students at school.All institutions in Bulgaria that are connected with education are including in this mechanism: Ministry of education – initiator. 22. Status : -who is studying in 2017 - not in school - left school before 2016 - left school during 2016 63 teams/ 636 positions /448 people included15 experts from RUO - 13 are managers of teamshead of RUO and Regional coordinator./ prep meetings.

23. Representatives of different ministries have access on different level. Info about all students from 4 to 20 years old. Strictly confidential info. All members of team sign declaration for not spreading the info, personal data.
