OBJECTIVES - 1 • Enhancing institutional capacity at local levels • Planning and programming • Implementation and project management • Monitoring, evaluation and reporting • Horizontal coordination (Provincial Coordination Councils) • Institutional capacity (Provincial Planning and Coordination Directorates) • Strengthening communication between central and local levels • Vertical coordination (central-local) • Coherence between national and local plans • Active involvement of local in national planning and programming process • Exclusive follow up of sectoral developments and public investments

OBJECTIVES - 2 • Developing a decision support system • Information and communication platform • Analysis and reporting (GIS, Indexes, Benchmarking, Trends, Gap, Numerical Modals) • Data and inventory • Problems and needs • Ensuring activation and follow-up of regional and local development policies
